BACKGROUND

The annual project will refresh striping for the various County roads listed in the attached.

County staff established an annual road striping maintenance program to refresh striping that has faded due to a combination of weather and normal traffic wear. Each year, the roads are evaluated, and a priority list is made to refresh those roads that are in the most need of striping to maintain public safety. On December 13, 2022, the Board authorized the creation of the “2023 Road Striping Maintenance” and a budget amendment of $200,000. The funding source was from the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Org 1220052) (SB-1 SRF). The “2023 Road Striping Maintenance Project” was deferred to 2024 to allow staff to prioritize the 2023 Storm Repair projects.

Currently, County staff utilizes water-based traffic paint due to its affordability which allows more roads to be re-striped. When the majority of the roads’ striping is in good condition, staff will begin to use thermoplastic striping material which lasts longer than paint and provides improved visibility at night. Due to the higher cost for thermoplastic striping material, fewer roads can be re-striped per year.  The striping on the attached list of County roads is faded and needs re-striping.  The list of roads will change over time as the County refreshes striping and evaluates the road network. For the proposed road striping maintenance project this year, water-based traffic paint will be used.

On April 9, 2024, the Board approved the Plans and Specifications and authorized to advertise for sealed bids and opening of the bids for the “2024 Road Striping Maintenance”, RDS 24-11 pursuant to Section 20150.8 of the Public Contract Code, and approved project 23031 name change from “2023 Road Striping Maintenance” to “2024 Road Striping Maintenance.” Bids were opened on May 16, 2024 (see attached table of bid results).

Staff recommends awarding the contract to the lowest responsive bidder, Traffic Limited of Lodi, CA for their base bid of $143,025 as well as bid additive alternate #1 (substitute 6” High Build Waterborne Traffic Paint in lieu of standard on Mt. Veeder Road) for a total construction contract amount of $156,132. Traffic Limited’s base bid is higher than the engineer’s estimate of $105,000. The total project cost, including construction, construction management and contingency, is $236,745.  Staff is also requesting a budget amendment of $36,745 from SB-1 SRF to fully fund the project. 

Traffic Limited is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder's Exchange, and by posting on the County website. Staff also sent "Notices to Contractors" to the local construction community.

Requested Actions:

1.                     Award of construction contract for the “2024 Road Striping Maintenance,” RDS 24-11 to Traffic Limited of Lodi, CA for their base bid of $143,025, and bid additive alternate #1 (substitute 6” High Build Waterborne Traffic Paint in lieu of standard on Mt. Veeder Road) for a contract total of $156,132 and authorization for the Chair to sign the construction contract;

2.                     Change the name of Project 23031 from “2023 Road Striping Maintenance” to “2024 Road Striping Maintenance;” and

3.                     Approve a Budget Amendment for the following (4/5 vote required):

a.                     Increase Transfers Out appropriations by $36,745 in the SB-1 Non-Operating Special Revenue Fund (SB-1 SRF) (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 23031; and

b.                     Increase Construction Services appropriations by $36,745 in Project 23031 budget (Fund 2040, Sub-Division 2040500, Project 23031, Account 52360) offset by a transfer-in revenue from SB-1 SRF.

Discretionary Justification:

Additional $36,745 is needed to fully fund the project.  Approval of the Construction Contract Award and Budget Amendment are needed to move the project into the construction phase.

This is an annual project and future fiscal impact will be routine maintenance.

Consequences if not approved:

If not approved, annual striping repair of County roads cannot begin, the striping will continue to fade resulting in potential road safety hazards on various roads throughout the County.

ENVIRONMENTAL DETERMINATION: Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
