body
BACKGROUND
In March of 2023, the Chief Information Officer, the Director of Health and Human Services Agency, the Chief Probation Officer, and the Director of Housing and Homeless Services provided a presentation to the Board on the state of data management at the County and identified proposed actions to improve data management across the entire organization. These actions included developing a County data strategy, creating a County data governance supporting the strategy, and implementing an enterprise data management platform to support consistent data management across the County.
In May of 2023, the Napa County Information Technology Services (ITS) Department issued a Request for Proposal (RFP) for an enterprise data management system solution, consulting services to implement the software solution, and project management services to manage the implementation process to unify our disparate datasets into a centralized data ecosystem that users can trust, enabling the County to make better decisions and share information in a timelier manner.
On November 28, 2023, the Board of Supervisors approved Capital Improvement Project 24011, “Enterprise Data Management” and professional services agreement No. 240184B with Infoverity, U.S. Inc. for a maximum amount of $604,640, which included consulting and project management professional services for the implementation of a new Enterprise Data Management Software solution. The County started the implementation of Master Data Management (MDM) system in December 2023 and completed the first phase of data integration on time on April 4, 2024, which included segments of Probation, Health and Human Services Agency, and Housing and Homeless Services data.
On May 7, 2024, the Board approved Amendment No. 1 to agreement No. 240184B with Infoverity, U.S. Inc. to repurpose unused project travel budget of $55,000 for extended post Go-Live support services and on August 30, 2024, the contract expired and the Capital Improvement Project was closed.
As the data integration is implemented, future expansion of data continues in order to move forward toward the vision of serving clients as a broader system of care and to also expand to other lines of service delivery within the County. There is further functionality and opportunities that the MDM platform offers beyond what was included in the implementation, but there continues to be a technical learning curve that needs to be bridged to leverage those benefits. With the approval of today’s requested action, ITS will be able to enter into a new agreement with Infoverity for a maximum of $100,000 for the term of October 15, 2024 through June 30, 2025 for consulting services that will allow the County to leverage Infoverity’s resources, knowledge, and deep experience with the MDM platform as well as data analytics and visualization.
Requested action: Approve and authorize Agreement No. 250209B with Infoverity U.S., Inc. for a maximum of $100,000 for consulting services for the term of October 15, 2024 through June 30, 2025.
