BACKGROUND
The North General Aviation (GA) Ramp was originally constructed in 1958 and has a very poor Pavement Condition Index of 25. The Ramp is approximately 10-acres of failing asphalt and subgrade used for various types of aircraft for transient parking and self-service fueling operations. This project will consist of design and construction bidding assistance through Mead & Hunt for new pavement and drainage design, electrical improvements, Taxiway Foxtrot entry redesign, and new aircraft parking plan consistent with Federal Aviation Administration (FAA) standards.
The Professional Services Agreement is for a total of $497,667- to which $467,667 is specific to the design services of this project, and the additional $30,000 is for separate engineering task orders and will be spent through the airport operations budget.
Airport consultants completed environmental and technical study work in FY23-24. The subsequent Categorical Exclusion from National Environmental Policy Act (NEPA) was approved on May 8, 2024, and the project is eligible for entitled Airport Infrastructure Grant funding through the FAA. The project’s design and construction are subject to an FAA grant for 95% of total project cost and will not move forward without a grant agreement. The remaining sponsor share of 5% will be funded from the Airport Enterprise Fund.
Requested Actions:
1. Approve creation of a new Airport Capital Improvement Project, PW 26-04 for the “North GA Ramp Reconstruction Project”;
2. Approve and authorize Agreement No. 250360B with Mead & Hunt, Inc. for design services in the amount of $467,667, and an additional $30,000 for separate engineering task orders at the Napa County Airport, contingent upon the Federal Aviation Administration (FAA) grant funding approval;
3. Approve a Budget Amendment for the following:
a. Increase Intrafund Transfers Out appropriation by $475,667 in the Airport Operations budget (Fund 5010, Subdivision 5010000) offset by the use of its available fund balance to transfer to the “North GA Ramp Reconstruction Project”, PW 26-04 budget (Project 25040)
b. Increase Consulting Services appropriation by $475,667 in Project 25040 budget (Fund 5010, Subdivision 5010500, Project 25040, Account 52310) transferred from Airport Operations.
4. Authorize the Director of Public Works to execute a FAA Airport Improvement Program (AIP) grant agreement to fund the North GA Ramp Reconstruction Project for estimated grant funding of $502,863.
