BACKGROUND

On January 23, 2024, the Board of Supervisors approved a resolution to participate in the federally funded Homeland Security Grant Program (Agenda Item #24-90). The board item also included accepting funds in the amount of $204,898. During this board meeting Office of Emergency Services (OES) presented a plan for funds which was done in accordance with the Cal OES FY2023 grant guidance. The proposed expenditure plan was developed in consultation with the Approved Authority Body composed of the Napa County Sheriff, the County Public Health Office, the Napa County Fire Chief, the City of Napa Fire Chief, and the City of Napa Police Chief.
The plan approved is as follows:
One Subaward to City of Napa Fire Department for the purchase of tablets and software. $27,398
One Intelligence Sharing Board. $6,400
One County of Napa Law Enforcement Ballistic Shield Deployment Project. $78,000
One County of Napa Interagency Hazmat Team Materials. $71,000
One Napa County Volunteer Fire Agencies Personal Protective Equipment. $6,500
One Subaward to City of Napa for Domestic Terror Training. $6,600
One Napa County Elections Surveillance Cameras Project. $9,000
Napa County OES has worked closely with the City of Napa to fulfill the desire for an Intelligence Sharing Board. However, staff is unable to proceed and have received approval from Cal OES and FEMA to reallocate the funds to the Elections Surveillance Camera Project. This would establish the Elections Surveillance Camera as a capital asset allocation from $9,000 to $14,936.
Napa County OES is confident this project can proceed. The proposed project will provide law enforcement agencies in Napa County an opportunity to use a mobile camera system at different election sites which can also be used for various projects outside of election periods.
Recommended Action:
Approve a revision to the Schedule of Approved Capital Assets in the Final Budget FY2024-2025 for $14,936 allocated to Elections Surveillance Camera Project.
