BACKGROUND

Since the 2017 wildfires, Westgate Drive sidewalks suffered great deterioration as the rebuilding of homes brought many large, heavy construction vehicles often driving and parking on the sidewalk. This heavy use cracked and ground down large swaths of the surface, compromising safety of pedestrians. Staff is working with SCSD homeowners to repair areas of public sidewalk fronting their properties on Westgate Drive, using available fund balance to supplement this year’s sidewalk repair budget and leveraging the participation of property owners to contribute to repair costs. Funds will also be used to repair the asphalt walking path along Hillcrest Drive. Heavy rains and nearby trees with expanding roots have degraded the surface, cracking, buckling, and lifting up numerous sections of the path. Several pedestrians have reported tripping on the surface and suffering injuries.  

Staff is also requesting a budget transfer for landscaping. Staff completed all major landscape projects in the first half of FY24 and now seeks to use available fund balance to replace taller vegetation with ground cover and smaller plants at traffic intersections within the SCSD to ensure maximum visibility for motorists. Staff also seeks to finish the remaining smaller projects in the SCSD that include filling areas of missing vegetation throughout the 29 landscape islands.

Requested Action:
Approve a budget amendment to complete the following:
1. Increase appropriations in Landscaping Services (Fund 2850, Subdivision 2850000, Account 52340) in the amount of $20,000 and in Other Professional Services (Fund 2850, Subdivision 2850000, Account 52490) in the amount of $20,000 using available fund balance.
