RECOMMENDATION

title

Adopt a Resolution to amend the Departmental Allocation List for the Auditor-Controller’s Office, effective November 22, 2025. (Fiscal Impact: Minimal Expense; General Fund; Budgeted; Discretionary)

body

BACKGROUND

Reclassification of Staff Services Analyst Positions

Following implementation of the Auditor-Controller’s Office classification study in April 2025, 5.0 FTE Accounting Technician positions were reclassified to Staff Services Analyst I. To improve staff retention, promote career growth, and support succession planning, Human Resources recommends reclassifying these five positions to a Staff Services Analyst I/II. This change provides staff an opportunity for future promotion.

2.0 FTE of the 5.0 FTE are designated as Confidential positions and will retain this designation as access to confidential information relating to the County’s administration of employer-employee relations remains unchanged.

There is no fiscal impact this fiscal year for the requested action as it is simply a change to the position allocation. Should a vacancy occur this fiscal year, the position will be filled at the Staff Services Analyst I level as budgeted.

Deletion of Administrative Secretary Position and Addition of Accountant-Auditor Position

To align with current operational needs, Human Resources recommends deleting the vacant Administrative Secretary position and adding an Accountant-Auditor I/II/Senior position. While the department has absorbed the former Administrative Secretary's support duties, the volume of work related to property tax administration has significantly increased.  Therefore, the addition of an Accountant-Auditor I/II/Senior position to supplement the existing Property Tax Specialist position is requested.

No additional budget appropriation is needed this fiscal year because salary savings are available.

Requested Action: Adopt a Resolution to amend the Departmental Allocation List for the Auditor-Controller’s Office by deleting 5.0 FTE Staff Services Analyst I and 1.0 FTE Administrative Secretary and adding 5.0 FTE Staff Services Analyst I/II and 1.0 FTE Accountant-Auditor I/II/Senior, with no net increase to full-time equivalents, effective November 22, 2025.
