BACKGROUND
There are currently two openings on the Napa County Fire Services Advisory Committee due to expiring terms. The County Executive Office advertised the openings and received one reappointment request from Tim M. Borman.
On June 11, 2013, the Board of Supervisors adopted Resolution 2013-67 approving creation of the Napa County Fire Services Advisory Committee (FSAC) to provide guidance on operational policies and procedures and serve in an advisory capacity to the Napa County Fire Chief and the Board of Supervisors. The Board of Supervisors policy on committees and commissions requires that changes in the bylaws of advisory boards be approved by the Board of Supervisors.
On August 29, 2017 the Board of Supervisors adopted Resolution 2017-134 amending the FSAC Bylaws removing the Napa County Liaison position and authorizing the Napa County Fire Department to act as the "liaison department" and the Fire Chief or designee to serve as "liaison officer" to the Commission for purposes of complying with the Maddy Act and changing the number of members necessary to complete a quorum.
On February 26, 2019 the Board of Supervisors adopted Resolution 2019-27 amending the FSAC Bylaws moving the time and date of the meetings from daytime hours to evening hours to increase attendance by the members of the volunteer stations, as well as changing the language in the Bylaws to make the information easier to decipher, such as the definition of membership, appointment and the recording of minutes.
The FSAC is composed of ten members as follows:
Voting Members
• Three Volunteer Firefighters and Two Alternates
• One Public Member and One Alternate
• Three Cal-Fire/Napa County Fire Contract Members appointed by their representative members and two Alternates Non-Voting Ex Officio Members
• Three Ex-Officio Members (each Ex-Officio entity appointing its representative member) and One Alternate
Board of Supervisors Liaison
• One Board of Supervisors Liaison. The Board of Supervisors may appoint a liaison who would be available on an as-needed basis.

Reappointment of Tim M. Borman to represent Public Member to the Napa County Fire Services Advisory Committee with term of office to commence immediately and expire December 31, 2025.
