BACKGROUND

The Napa County Public Works Department maintains 171 bridges that have a span longer than 12 feet. Napa County has a minor repair maintenance program to evaluate a portion of those bridges every year and create similar groups to make economical yearly repair construction projects. Caltrans inspects and provides bridge inspection reports for 93 bridges that are longer than 20 feet in the unincorporated area of Napa County. The repair recommendations range from doing nothing to complete replacement. In many cases, Caltrans and the Federal Highway Administration (FHWA) provide funding for preventative maintenance or replacement which the County is pursuing, however, repairs are not eligible for federal funding.

County and consultant staff evaluated 14 bridges over 20 feet and three structures under 20 feet but over 12 feet by for repairs this year. If regulatory permits are required for a bridge repair, then County staff will move it to a future year. A portion of the 17 structures will be selected for the 2025 construction season based on similar type of work, location, and budget. Completing this work may include repairing concrete spalls and injecting epoxy into cracks that are key to protecting the structure strength at the following bridges:

3.                     Barnett Road over Burton Creek

4.                     Airport Road over Fagan Creek

5.                     Bale Lane over Napa River

6.                     Trancas Street over Milliken Creek

7.                     Crystal Springs Road over Bell Creek

8.                     Hedgeside Avenue over Milliken Creek

9.                     Larkmead Lane over the Napa River

10.                     Lodi Lane over Napa River

11.                     Berryessa Knoxville over Eticuera Creek

12.                     Duhig Road over Huichicha Creek

13.                     Loma Vista over Soda Creek

14.                     Ragatz Lane over the Napa River Overflow

15.                     Old Lawley Toll Road over Jericho Creek

16.                     Bennett Lane over unnamed creek that is tributary to Blossom Creek

17.                     Tubbs Lane over Napa River

Approving the $300,000 budget amendment in this item will allow the 2025 Annual County Bridge Repairs Project to move forward to complete the design and bid documents. Director of Public Works requests the following actions regarding the 2025 Annual County Bridge Repairs Project:

1.                     Approval of a Budget Amendment for the following [4/5 vote required]:

a.                     Increase Transfer Out appropriations by $300,000 in the SB1 Non-Operating Special Revenue Fund (SRF) (Fund 2440, Subdivision 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 25014; and

b.                     Creation of a new Roads Capital Improvement Project for the 2025 Annual County Bridge Repairs Project (Fund 2040, Subdivision 2040500, Project 25014) and increase Consulting Services appropriations by $300,000 in Project 25014 (Fund 2040, Subdivision 2040500, Account 52310) offset by Transfer In revenue from SB1 SRF.

Discretionary Justification:

Approval of the Budget Amendment is necessary to move the project forward toward to design to improve public safety.

Work will start in fiscal year 2024-25 and continue into fiscal year 2025-26.

Consequences if not approved:

These bridges will deteriorate which will likely result in increased costs and could compromise safety.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
