BACKGROUND
Aerial photography is a vital type of information used in Geographic Information Systems (GIS). It is used as a basemap since it provides the most detailed information available about the land surface. It is also the most
cost effective means of capturing infrastructure data such as roads and buildings. Additionally, it allows users to view field conditions without leaving their office. Appraisers can use the imagery to detect new building improvements and vineyards, while public safety officers can visualize incident locations. Unfortunately, like any photography, it represents the land surface at the exact point in time the photo was taken. As land surface changes over time, the aerial images become more and more inaccurate. For this reason, it is necessary to update the aerial images used in GIS on a regular basis.
On January 2018, the County entered into Agreement No. 180243B with Pictometry International Corporation (Pictometry) to provide aerial photography services necessary to update the GIS regional aerial land photos. The project was unexpectedly delayed due to unsuitable flying conditions, so the agreement was amended to extend the term from June 30, 2018 to June 30, 2019.
On January 2021, the County entered into Agreement No. 210266B with Pictometry to once again update the County’s aerial images.
It is now time to update the County’s aerial images. As done in the previous agreements, GIS will continue to utilize the Los Angeles County agreement with Pictometry for competitive pricing and terms. The project plan is for the aerial images to be collected during the 2024 leaf-off season or leaf-on if necessary, using digital sensors to collect 4-band color data (for both natural color and color infrared uses) as well as 3D oblique coverage (for viewing the images at any height and angle). The resulting aerial images will have three-inch resolution (92 square miles mostly covering the urban area in Napa) and six-inch resolution with oblique (832 square miles) to cover the entire county. With the appropriate amount of overlap along the county boundary, the total square miles covered is 924.
The total cost of the Napa County project will be $252,180 with an annual cost of $84,060 for the next three years; this should meet the general GIS needs of the County, the incorporated jurisdictions and the public at large. The cities of American Canyon, Calistoga, Napa, St. Helena, and the Town of Yountville will be contributing a total of $47,215. The project costs are broken down as follows based on jurisdiction’s total square miles and imagery preferences:
City of American Canyon $6,715.00
City of Calistoga $1,260.00
City of Napa $32,400.00
City of St. Helena $2,040.00
Town of Yountville $4,800.00
Napa County $204,965.00
Requested Action: Approve and authorize Agreement No. 250096B with Pictometry International Corporation for a maximum of $252,180 to provide aerial photography and quality assurance services for the term of August 20, 2024 through August 31, 2027, necessary to update the GIS regional aerial land photos.

Due to higher resolution requirements of County departments and agencies, the County is unable to use aerial photography from services like Google. For this reason, it is necessary to update the aerial photography used in GIS on a regular basis. |

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
