BACKGROUND
Mead & Hunt is currently the Airport’s architectural and engineering consultant for airside projects funded through Federal Aviation Administration (FAA) grants. Mead & Hunt was originally selected to perform aviation specific architectural and Engineering consulting services work for the County Airport as part of a competitive Request for Qualifications (RFQ) process in May 2021.
With development of two privately funded Fixed Based Operator (FBO) and non-grant funded Airport projects planned as a part of the Terminal Redevelopment efforts, the Airport desires Mead & Hunt to provide on-call consultant services for various administrative tasks associated with engineering to ensure Napa County is compliant with FAA Part 77 standards related to evaluating obstructions to navigable airspace. In addition, several FAA processes have changed as a part of the 2024 FAA Reauthorization Act that now require Airport sponsors to manage and fund environmental and design efforts for FAA eligible projects and then request reimbursement for those efforts during the construction phase of the project. This has caused several necessary tasks to be funded outside of a normal project schedule. The FAA also looks to Airports, like APC, to provide annual 5-year Capital Improvement Project plans with exhibits and project rough order of magnitude costs. Mead & Hunt would provide on-call services to assist with these types of tasks under task order, not to exceed $80,000 per year.
The airport will complete a competitive Request for Qualifications (RFQ) process in May 2026 for a 5-year term for similar services in accordance with FAA and County standards. Napa County Agreement No. 260131B will provide needed assistance to various tasks as they arise with the FBO development, new lease development, and updates to the Terminal area that require FAA conformity. Any tasks requested will have a specific scope and fee associated and paid through Airport Operations Budget- Engineering Services (Fund 5010, Subdivision 5010000, Account 52145).

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
