BACKGROUND

Napa Valley Community College District (District) opened the River Trail Village student housing complex in the fall semester of 2024. The District’s 24-hour law enforcement services are provided by the Napa Valley Community College Police Department. The opening of the new student housing created a staffing shortage. To supplement the staffing shortage, the District entered into Agreement No. 250324B with the Napa County Sheriff’s Office for the provision of law enforcement services for the student housing complex and surrounding areas on February 25, 2025.
The Sheriff’s Office has been successfully providing law enforcement patrols of the River Trail Village student housing complex and surrounding areas of the college, including housing, courtyards, parking, and walkways. Agreement No. 250324B expired on July 31, 2025, and the District would like to amend the contract to extend law enforcement services through July 31, 2026.

Requested Action:
Approve and authorize the Chair to sign Amendment No. 1 to revenue Agreement No. 250324B in the amount of $51,324 for the term August 1, 2025, through July 31, 2026, for the provision of law enforcement services for the student housing complex and surrounding areas.

Is it Mandatory or Discretionary?

Discretionary

Discretionary Justification:

This item is discretionary as there is no mandate for the Sheriff’s Office to provide municipal law enforcement services to the District. Under this agreement, the District reimburses the County for the costs of law enforcement services plus administrative overhead.

Is the general fund affected?

Yes

Future fiscal impact:

The increase in revenue will be budgeted accordingly in future fiscal years.

Consequences if not approved:

If the amended agreement is not approved, the Sheriff’s Office will not provide law enforcement services to the District. Due to low campus police department staffing, the District would not have law enforcement coverage 24 hours a day. Other law enforcement agencies are not available to provide service coverage.
