SUBJECT: Reallocation of placeholder tasks budget in the FY 26/27 CAC budget to cover the cost of supporting Napa County Regional Climate Action and Adaptation Plan (RCAAP) adoption hearing presentations to all six jurisdictions, project support through all adoption hearings, and the delivery of a final RCAAP document.

RECOMMENDATION
title
Approve the reallocation of placeholder tasks budget in the FY 26/27 CAC budget to ensure necessary support for RCAAP adoption hearing presentations to all six jurisdictions, to extend project management services necessary to continue project coordination through the end of adoption hearings, and for the delivery of a final RCAAP document.
body
BACKGROUND AND DISCUSSION
On September 25, 2026, the Climate Action Committee (CAC) directed staff to prepare the RCAAP as a CEQA-qualified plan. The committee will review the plan at its October meeting and consider a resolution to recommend its adoption to all member jurisdictions.
A budget amendment is needed for Ascent to continue coordinating with staff, supporting and presenting at all six jurisdiction adoption hearings, and delivering the final RCAAP.
This amendment is necessary due in part to project timeline adjustments this year and the request by CAC members and staff to have Ascent present the draft RCAAP to their respective councils in August and September 2025, the desire for which was not anticipated nor budgeted in the original project scope. The budget for adoption hearings on the final RCAAP was shifted to ensure presentations could be made on the public draft. It is now necessary to increase the project budget to include preparing for, supporting, and presenting at all six jurisdiction adoption hearings.
In addition to adoption hearing presentations, there is a need to increase the project budget to ensure adequate consultant project management support through the end of all RCAAP adoption hearings (estimated June 2027).
The estimated contract amendment to perform the above tasks is $41,600.
Staff propose reallocating $41,600 of the $113,000 in placeholder tasks in the approved FY 26/27 budget to cover the need for additional budget.
This proposal does not eliminate any placeholder tasks. If the CAC approves staffs’ proposal, all three of the designated placeholder tasks will still have enough budget to move forward in the current fiscal year. The proposed reallocation allows the CAC to shift funds within the approved budget without needing to return to their jurisdictional councils for additional funding for FY 26/27.
Below are the three placeholder tasks with their respective FY 26/27 budget totals and the proposed budget reallocation to meet the immediate needs described above:
1. EV Equity Mapping Tool. $10,000 budgeted total. Reallocate $5,000 (50%) of task budget.
2. Community Engagement with Napa RCD. $35,000 budgeted total. Reallocate $8,600 (24.6%) of task budget.
3. Heat Reduction Potential Analysis. $68,000 budgeted total. Reallocate $28,000 (41%) of task budget.
Requested Action
Staff requests that the committee vote to approve the reallocation of the placeholder funds to amend Ascent’s contract in order continue with project support through the plan’s adoption process.
