BACKGROUND

Napa County Housing Authority (Authority), a public housing authority established pursuant to California Health and Safety Code section 34200 et seq., is the owner of three farmworker housing centers (Centers) located in Napa County. The Authority has an agreement with California Human Development Corporation (CHDC), a non-profit corporation, to manage the day-to-day activities and maintenance at the Centers. In September 2023, CHDC and Housing Authority staff presented the Napa County Housing Commission with a list of capital improvement needs across all three Centers which included repairs, replacement and/or new installation of critical infrastructure and equipment such as walkways, fire suppression system, walk-in refrigerator, generator, and a roof. At the same time, Authority staff reviewed available and potential forthcoming funding sources for projects such as existing/available annual maintenance budget, funds resulting from a potential 2024 Bond (Bay Area Housing Finance Authority Housing Bond), and donations.
Cinco de Mayo Golf, Inc. (CDMG) is a local non-profit organization dedicated to raising funds for the needs of Napa County farmworkers, specifically those living at the Centers. CDMG has notified Authority staff that it is committed to donating $177,300 to offset expenses related to the infrastructure and/or equipment needs. Donations will be distributed as follows: Calistoga Center- $25,600; River Ranch Center - $99,600; Mondavi Center- $52,100.
In accordance with Board Resolution No. 2018-02 (NCHA) and Acceptance and Disposal of Donations Policy, Authority staff will return at the end of each quarter to report donations received. In accordance with Board Resolution No. 2018-04 (NCHA), Authority staff shall utilize services of the Napa County Department of Public Works for construction contract oversight and management of public work projects.

Requested Actions:
1. Accept Donation of $177,300 for farmworker centers from Cinco de Mayo Golf, Inc.
2. Approve the following Budget Amendments to recognize the revenue, appropriate the funds, and establish capital equipment items (as needed):
a. Increase revenue in NCHA - Calistoga Center (5060-5060501) Donations/Contributions (47500) in the amount of $25,600
b. Increase appropriation in NCHA - Calistoga Center (5060-5060501) totaling $25,600, for the following expenses:
* Maintenance - Building & Improvements (52505) in the amount of $4,000 for costs related to minor repairs needed in staff residential units.
* Household Expenses (53305) in the amount of $1,600 to purchase a commercial fryer for meal preparation.
* Equipment (55400) in the amount of $20,000 to purchase a backup generator.
c. Increase revenue in NCHA - River Ranch Center (5060-5060502) Donations/Contributions (47500) in the amount of $99,600.
d. Increase appropriation in NCHA - River Ranch Center (5060-5060502) totaling $99,600, for the following expenses:
* Maintenance - Building & Improvements (52505) in the amount of $77,500 to demolish and replace the existing deteriorated walkways and gazebo structure.
* Household Expenses (53305) in the amount of $2,100 to purchase a commercial fryer for meal preparation.
* Equipment (55400) in the amount of $20,000 to purchase a backup generator.
e. Increase revenue in NCHA - Mondavi Center (5060-5060503) Donations/Contributions (47500) in the amount of $52,100.
f. Increase appropriation in NCHA - Mondavi Center (5060-5060503) totaling $52,100, for the following expenses:
* Maintenance - Building & Improvements (52505) in the amount of $4,500 for costs related to minor repairs needed in staff residential units.
* Household Expenses (53305) in the amount of $2,100 to purchase a commercial fryer for meal preparation.
* Equipment (55400) in the amount of $45,500 to purchase a backup generator and replace the existing walk-in refrigerator.
3. Establish four capital equipment items: three (3) backup generators at $20,000 each and one (1) walk-in refrigerator $25,500.

Discretionary Justification:

There is no mandate to accept donations; however, donations made to the Housing Authority provide critical support to each of the facilities and housing for local farmworkers.

Future fiscal impact:

Ongoing preventative maintenance of equipment.

Consequences if not approved:

If this action is not approved, the County will not have this donated funding available to help support capital improvement projects or replace aging equipment.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Codes of Regulations 15378 (State CEQA guidelines) and therefore CEQA is not applicable.
