EXECUTIVE SUMMARY

If approved, this request adds three 1.0 full-time equivalent (FTE) Child Protective Services Worker I/II - Limited Term positions to the Health and Human Services Agency, to provide relief to the Child Welfare Services Division for staff on extended leaves of absence. The term will expire on June 30, 2024.

Discretionary Justification:

Child Welfare Services provides critical community services relating to responding to abuse and neglect.

Is the general fund affected?

Future fiscal impact:

The cost of salaries and benefits for the remainder of FY 2022-2023 is $340,413. The annualized cost of salaries and benefits for is estimated at $421,464. 42% of the cost will be covered by 2011 Realignment, 40% by Title IV-E, and 18% by Health and Human Services Agency’s General Fund.

Consequences if not approved:

If the three additional Child Protective Services Worker I/IIs - Limited Term are not approved, Child Welfare Services will struggle to investigate and respond to child abuse neglect, provide mandated abuse referrals in the community, and file critical court petitions while approximately 30% of staff is out on a leave of absence.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Health and Human Services Agency’s Child Welfare Services (CWS) Division is responsible for providing mandated services which include responding to community referrals of abuse and neglect, and filing court petitions when needed. Currently, 30% of the staff providing these critical services is out on an extended leave of absence which is taxing on current staff. These temporary positions will provide necessary relief for staff and allow CWS to continue providing quality mandated services. HHSA will fund the additional cost of these positions through salary savings and through the existing HHSA budget.

Therefore, the Director of Human Resources and the Director of Health and Human Services Agency requests adoption of a Resolution amending the Departmental Allocation List for the Health and Human Services Agency, effective September 17, 2022, through June 30, 2024, with a temporary net increase of three full-time equivalents, and no impact to the County General Fund.
