BACKGROUND
Staff requests the approval of a Budget Amendment of $25,000 to enable the purchase of a PPE washer/extractor. PPE gear washers/extractors provide the comprehensive cleaning power needed to protect the equipment firefighters wear during emergency responses. Regular and through cleaning is essential to minimize fire fighters’ ongoing exposure to carcinogens, blood borne pathogens and other dangerous substances. These heavy-duty machines allow for following the guidelines outlined in the NFPA 1851 and helps ensure that turnout gear remains in peak condition and provides the intended level of protection. These machines are heavier duty and are used separate from the normal station washers to minimize exposure to hazardous substances.
The extractor currently found at the Yountville Station, Asset No. 26807, was purchased in 1999 and has now outlived its service life. Due to its age the parts of the current asset are becoming difficult to obtain, which makes it difficult to repair. Napa County Fire is asking for approval to surplus Asset No. 26807. The old unit will be disposed by the vendor.
Requested Actions:
1. Approval of a Budget Amendment increasing appropriations by $25,000 in Yountville subdivision (2100012-55400) offset by a decrease in Fire Operations Special Dept Expense (2100000-53600), with no net change to the Fire Fund [4/5 vote required]; and
2. Increase of capital asset in the amount of $25,000 for the purchase of a washer/extractor used to decontaminate PPE; and
3. Authorize to declare Asset No. 26807, a 1999 washer/extractor machine as surplus and no longer required for public use, remove the item from inventory, and dispose at public auction.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and, therefore, CEQA is not applicable.
