County Executive Officer/Director of Emergency Services requests approval of and authorization for the Chair to sign Amendment No. 2 to Agreement 210217B with the City and County of San Francisco, as the distribution agent for UASI grant funds, extending the term through June 30, 2022, due to national supply chain issues because of the COVID-19 event.

EXECUTIVE SUMMARY
On December 15, 2020, the Board approved the federally funded FY20 Urban Area Security Initiative (UASI) grant opportunity in the amount of $42,000. The purpose of this grant project is to provide mobile data terminals to Napa County fire vehicles. On February 1, 2022, the Board approved Amendment No. 1 to the federally funded FY20 UASI. This amendment extended the performance period of the grant to November 1, 2020- April 30, 2022.
Because of a national shortage as the result of the COVID-19 pandemic, the Office of Emergency Services find that it is unable to complete the project in the previously agreed to time frame. The Office of Emergency Services contacted the City and County of San Francisco as the fiscal agency for the San Francisco, San Jose, and Oakland Urban Area Security Initiative (UASI) group and requested an extension to the grant’s performance period. The new performance period will be November 1, 2020- June 30, 2022. On April 1, 2022, the City and County of San Francisco approved this extension request.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
UASI is a program under the Homeland Security Grant Program to enhance regional preparedness in major metropolitan areas throughout the United States. The UASI program directly supports expanding regional collaboration and is meant to assist participants in their creation of regional systems for prevention, protections, response, and recovery. The San Francisco Bay Area has been designated as one of the ten high-risk areas (Tier 1) in the United States. Napa County is included as a Bay Area UASI regional partner and is eligible to receive funds under this program. The City and County of San Francisco is the grantee for these funds and is responsible for executing subgrant agreements for the distribution of the funds to jurisdictions within the Region that apply by submitting project request.
The Board previously approved acceptance of the revenue agreement with the City and County of San Francisco, as the distribution agent for UASI grant funds, for a maximum amount of $42,000 for the purchase of twenty-eight (28) mobile data terminals for Napa County fire vehicles, for the term of November 1, 2020 through December 31, 2021. On February 1, 2022, the Board approved amendment No. 1 to the agreement which adjusted the performance period to November 1, 2020, through April 30, 2022.
The Office of Emergency Services was working diligently to complete the equipment project within the previously agreed to performance period; however, due to the COVID-19 pandemic, national shortage of products became an increasingly difficult issue within the nation, state, and county. Products have become unavailable and shipping times have been delayed. Not only is the county of Napa affected by the shortage from the supplier but other departments that rely on the same products are experiencing shortages. The Office of Emergency Services is in constant contact with the supplier and based the extension request from knowledge known to the supplier at this time on the backordered items.
The Office of Emergency Services contacted the City and County of San Francisco and requested an extension to the grant’s performance period and this request was approved on April 1, 2020. Amendment No. 2 will revise the performance period of the grant to November 1, 2020- June 30, 2022.
