Today’s requested action is for the approval of an Agreement with AviatCare for technical engineering and software support in the amount of $23,163 with an annual payment of $7,721 for a three-year term. With AviatCare, the Communications department can continue access to 24/7 technical support essential for the County’s Public Safety radio network.
AviatCare is not a local vendor.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
AviatCare support has been an essential service used by Communications as an annual renewal. Their technical engineering and software support has been fundamental for Communications to continue their highest level of assurance for maintaining public safety communications network throughout Napa Valley.
Without AviatCare, Napa County Communications assumes a high level of risk if an incident or natural
disaster occurs needing third party support and logistics. The services provided by AviatCare include
repairs, expedited advance replacement and network monitoring imperative to radios and other Communications equipment. Additionally, they also provide 24/7 technical support and product updates for software support, these services are indispensable for the County’s public safety radio network.
The requested approval of Agreement No. 23008B with AviatCare will allow the Communications department to have continued essential technical and software support by AviatCare, the term of the agreement is from July 1, 2022 to June 30, 2025. The AviatCare support cost is $11,878 for a one-year term or $7,721 per year, for a three-year term. By committing to the three- year agreement, the County will realize a total savings of $12, 471 when compared to the one-year model. At this time, Board approval is required due to contracting for the same service through purchase orders for more than three years.
AviatCare is not a local vendor. However, the Communications department has continuously used the AviatCare support in the past.
