BACKGROUND
Urban Area Security Initiative (UASI) is a program under the Homeland Security Grant Program to enhance regional preparedness in major metropolitan areas throughout the United States. The UASI program directly supports expanding regional collaboration and is meant to assist participants in their creation of regional systems for prevention, protection, response, and recovery. The San Francisco Bay Area has been designated as one of the ten high-risk areas (Tier 1) in the United States. As a surrounding county, Napa County is included as a Bay Area UASI regional partner and is eligible to receive funds under this program. The City and County of San Francisco is the grantee for these funds and is responsible for executing subgrant agreements for the distribution of the funds to jurisdictions within the region that apply by submitting project requests.
Napa County has been awarded a $70,000 grant to purchase seven (7) P25-compliant portable radios for the American Canyon Police Department (ACPD), which currently relies on radios loaned from Vallejo Police Department to communicate across jurisdictions and provide mutual aid assistance. These new radios will enhance ACPD’s ability to share real-time information, intelligence, and updates, improving operational efficiency, response times, and coordination during both day-to-day activities and emergency situations. By providing permanent, sustainable equipment, this investment will eliminate the need for borrowed radios, closing existing communication gaps and ensuring ACPD's full participation in regional emergency and disaster response efforts. This project strengthens ACPD’s capacity to serve its community and contribute to broader public safety initiatives in Napa County.
The grant terms require the County to purchase the equipment prior to receiving reimbursement from the Fiscal Year 2024 (FY24) UASI grant. The County of Napa Office of Emergency Services (OES) manages and coordinates the program projects. The Undersheriff may initiate a reallocation of certain expenses to meet the needs of specific projects. The County of Napa OES will, as required by 2 CFR 200.313, subd. (d), request ACPD to physically inventory equipment purchased with FY24 UASI funds every two years and maintain appropriate inventory records. Staff requests approval of and authorization for the Undersheriff to execute reimbursement claims and any subsequent documentation that may be required following approval of the FY24 UASI grant application, including executing the agreement and any subsequent amendments, modifications which are within budgeted appropriations.
Requested Actions:
1. Adoption of a resolution approving participation in the federally funded Urban Area Security Initiative Fiscal Year 2024 Grant Program for the performance period of September 1, 2025, to August 3, 2027.
2. Authorization for the Chair to sign grant Agreement No. 250312B.
3. Authorization for the Assistant County Executive Officer and the Undersheriff to execute and submit any other documents necessary to accept and administer the program funds.
4. Approval of a budget amendment increasing appropriations in OES Grants (1380005-55400) budget by $70,000 with offsetting revenue in the same subdivision from Urban Area Security Initiative Fiscal Year 2024 Grant Program. [4/5 vote required]
5. Establishment of capital assets in the total amount of $70,000 for seven (7) P25-compliant portable radios.
