EXECUTIVE SUMMARY

This Amendment extends the existing agreement to June 30, 2023. The Salvation Army provides fully prepared, individually packaged meals for occupants in various housing locations in response to the COVID-19 emergency response efforts. There are no other changes to the scope of work and contract maximum of $600,000.

If this item is not approved, Napa County will not be able to help reduce the spread of COVID-19 for occupants temporarily residing in shelters and alternate care facilities. Feeding the occupants allow for continued isolation or quarantine of participants in the program.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On May 21, 2020, the County Executive Officer acting as the Director of Emergency Services, signed an Agreement with The Salvation Army following a competitive Request for Proposal. Salvation Army is contracted to provide fully prepared, individually packaged meals for occupants of temporary shelters, respite facilities and alternate care facilities established as part of Napa County’s COVID-19 emergency response efforts.

In April of 2021 this Agreement was amended to extend the term to June 30, 2022 and increase the contract maximum by $200,000 to $600,000 for the support of ongoing COVID-19 emergency response efforts.

Today’s action extends the Agreement by one additional year, through June 30, 2023. The Napa County COVID-19 isolation and quarantine facility continues to operate as long as the COVID-19 State of Emergency is in place.  On October 17, 2022, the Governor of California announced the COVID-19 State of Emergency will end of February 28, 2023.  Isolation and Quarantine facility operations will conclude concurrent with the expiration of the State of Emergency.
