BACKGROUND

This project provides necessary management oversight of Title 15 facility requirements and supports CalAIM implementation and compliance. Management coverage exists in all other Probation divisions; funding this position will provide consistent management representation and accountability within this division while ensuring effective oversight of these critical responsibilities.

Trope Group was selected to perform the work after a competitive Request for Proposal process dated November 7, 2025. Services and expenses to perform the work is offset by State revenue from the Budget Act of 2022 (Chapter 45, Statues of 2022 (AB 178)).

Requested Action:
Approve Agreement No. 260325B with Trope Group, Inc for a contract maximum of $38,249.56 to disassemble and dispose of existing furniture and to furnish and install new furniture in the Juvenile Hall for the term October 15, 2026 through June 30, 2027.

Without approval, the division will lack dedicated management oversight for Title 15 compliance and CalAIM responsibilities, creating gaps in accountability, coordination, and operational oversight.
