BACKGROUND
This is an agreement with the City of Calistoga for immediate response to emergency incidents in areas of Napa County adjacent to the City of Calistoga. In the event of an emergency in areas of Napa County that are adjacent to the City of Calistoga, personnel and equipment from the Calistoga Fire Department (CFD) may provide an enhanced response to the emergency incident when CFD is available. This new agreement considers that, at times, personnel or equipment may be in service to other emergency responses within the City of Calistoga, which will be treated as a higher priority on their part. In those instances, the County will still provide emergency services.
Napa County has benefited from a long-standing agreement with the City of Calistoga to provide these services. Similar agreements have also existed with the South Lake County Fire Protection District and the City of St. Helena. The County has embarked upon a consistent compensation methodology for all three agreements, based upon the rate letters between each of these jurisdictions and Cal OES. These rate letters establish an agreement between the individual jurisdiction and Cal OES for the use of fire apparatus and personnel during emergency events. The County is using these rate letters to establish hourly compensation to use their equipment and personnel during emergency responses inside the Napa County jurisdiction. All three jurisdictions may update these rate letters with Cal OES on an annual basis, and these agreements will be adjusted to reflect any updates.
For this agreement, the hourly call rate paid to Calistoga by Napa County will be a total of seven hundred and eighty-eight dollars ($788). This rate is comprised of the Cal OES hourly rate of six hundred and twenty-two dollars ($622) (Exhibit “D” in the Scope of Work of Agreement No. 250257B) for equipment and personnel, plus the administrative rate of 0.26581 for an additional one hundred and sixty-five dollars ($165) per hour. With this new agreement in place with the City of Calistoga, the rate per hour for this enhanced emergency response to calls within the County has been reduced from the previous contract. The County can anticipate an annual savings of approximately $150,000 per year in payments for these services.
Requested Actions:
1. Approve and authorize Agreement No. 250257B with the City of Calistoga through June 30, 2025, with four additional one-year extensions to provide emergency medical, rescue, and fire suppression and protection services in areas of Napa County where the City of Calistoga may have the ability to provide enhanced response services.

Future fiscal impact: |
This Agreement provides for a predicted call volume of 225 emergency response calls annually. If the response volume exceeds 225 calls, the County will compensate the City of Calistoga at a rate of $788 per call. The per call rate of $788 may be adjusted whenever the City of Calistoga updates the rate agreement with Cal OES. The annual cost is estimated at $177,300. |
