EXECUTIVE SUMMARY

On October 8, 2019, the Board of Supervisors approved Agreement No. 200149B with Carneros Fire Equipment Co., Inc. to provide portable fire extinguisher maintenance and replacement services at County owned or operated facilities. Amendment No. 1, approved on June 23, 2020, increased the maximum annual compensation by $8,000 for an annual maximum of $28,000 to provide services at additional County owned or operated facilities, including but not limited to 2000 Airport Blvd., the Re-entry Facility, and Calistoga Fairgrounds.

Approval of Amendment No. 2 to Agreement No. 200149B will increase unit rates for portable fire extinguisher maintenance and replacement services due to manufacturer rate increases, but will not change annual maximum compensation.

These services are essential to ensure that all equipment in County owned and operated buildings is maintained in a safe and consistent manner.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On January 27, 2017, the Department of Public Works entered into Professional Services Agreement 170742C with Carneros Fire Equipment Co., Inc. to provide reliable, specialized fire extinguisher annual inspections, recharging, hydrostatic testing, maintenance, and replacement services at various County buildings to ensure that all equipment would be maintained in a safe and consistent manner. Carneros Fire Equipment Co., Inc. was selected through a Request for Proposals process that was initiated in December, 2016. The agreement expired on June 30, 2019.

On October 8, 2019, the County entered into Agreement 200149B with Carneros Fire Equipment Co., Inc. to continue to provide fire extinguisher maintenance and replacement services at County owned and operated buildings. Amendment No. 1 increased the maximum annual compensation by $8,000 to accommodate additional buildings that required fire extinguisher inspection, maintenance, and replacement services.

Amendment No. 2 increases prices charged per unit for portable fire extinguisher maintenance, without changing maximum compensation under the Agreement, to cover increased rates and additional surcharges passed on to Carneros Fire Equipment Co, Inc. by the manufacturers. Manufacturer prices have increased by approximately 20%, since 2020 and Carneros Fire Equipment Co, Inc. has not increased their rates since 2019. Staff intends to issue a RFP for services prior to termination of the subject agreement.
