EXECUTIVE SUMMARY

In 2016, the Napa Valley Transportation Agency completed the six mile long Oak Knoll Segment of the Napa Valley Vine Trail (NVVT) between the Town of Yountville and the City of Napa.  Approximate 3.2 miles of the trail is in the unincorporated area north of the City Limit and south of the Town Limit, and the County is responsible to maintain, repair and resurface sections of the trail in the unincorporated areas.

Staff recommends repairing a failed portion of the paved path near Hoffman Lane and placing pavement treatment on the entire 3.2-mile length to extend the life of the existing good paving.  The proposed budget transfer will allow the design and repair process to continue, and provides funding for construction.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

In 2016, the Napa Valley Transportation Agency (NVTA) completed the six mile long Oak Knoll Segment of the Napa Valley Vine Trail (NVVT) between Redwood Road in Napa and the Town of Yountville.  Approximately 3.2 miles of the trail is in the unincorporated area between the northern limit of the City of Napa and the southern limit of the Town of Yountville.

In April 2017, the County hired Coast LM, Inc. to maintain the path, which included trash removal, leaf blowing, grass trimming and weed removal. The scope also included “Non-routine / Special Service”, such as graffiti removal, tree trimming, and tree irrigation maintenance. The scope did not include pavement maintenance and repair. On January 5, 2021, the Board of Supervisors approved a Trail Maintenance and Funding Agreement with the Napa Valley Vine Trail Coalition (NVVTC) and the City of Napa for routine maintenance. City staff performs the maintenance to the unincorporated area of the NVVT and the NVVTC funds half of the maintenance costs. The agreement states that the County is responsible for repair and resurfacing work.

In 2016 and 2017, unexpected cracks formed in the pavement near Hoffman Lane. The soil under the portion of the path near Hoffman Lane is soft and expansive, which has allowed the path to move and crack as the moisture in the soil changed through the seasons each year. A contractor placed crack seal material in the cracks to help prevent water from penetrating the pavement foundation; however, the cracks have lengthened and expanded over the past few years.  In August 2018, the design consultant and geotechnical engineer evaluated several options to repair or rebuild the pavement section with construction costs ranging from $7,500 to $158,000. In January 2022, the geotechnical engineer and County staff determined that the most cost effective solution is to seal the cracks and place a microsurfacing pavement treatment over this area, as well as along the entire 3.2 miles of path, which should preserve the pavement for 10 years. The Pavement Management Plan recommends sealing cracks every five years and placing a seal treatment on pavements every five to 10 years. 

Staff is requesting a budget transfer from the Accumulated Capital Outlay (ACO) Fund (Fund: 3000, Org 3000000) to the Public Works Capital Improvement Program budget (Fund 2040, Org 2040500) project 23029. If the Board approves the budget transfer, then staff will begin the design and plan for construction in late summer 2023.  When the project is complete, staff will return any remaining funds to the ACO fund.
