SUBJECT:                     Adopt a Resolution authorizing required actions necessary to apply for and accept Airport Improvement Program Matching Grant funds for the Taxiway K and 19R Runup Apron Rehabilitation Project (PW 24-04) from the California Department of Transportation, Aeronautics Division.

BACKGROUND

On April 23, 2024, the Board of Supervisors approved the required actions to execute a grant agreement with the Federal Aviation Administration (FAA), award a construction contract to O.C. Jones & Sons, Inc. of Berkeley, California for the Taxiway K and Runway 19R Runup Apron Rehabilitation Project, PW 24-04, for their low bid of $4,199,680, and execute Professional Service Contract 240342B with Mead & Hunt, Inc. for construction management services for this project.
The total cost of the project is $4,880,649, and 90%, ($4,392,584) is being offset by FAA Grant Agreement 3-06-0162-047-2024. The requested resolution is necessary to allow the Airport to apply for and accept State Matching funds in the amount of $219,629, which is 5% of the Federal grant amount. The remaining cost of $268,436 is budgeted from the Airport’s Enterprise Fund. The resolution also authorizes the Director of Public Works to sign the State agreement and any other documents required to apply for and accept the grant funds. 
FAA Grant Agreement 3-06-0162-047 for the Taxiway K and 19R Runup Apron Rehabilitation Project is expected in August of 2024. In order to meet project timelines, the State Matching Grant Application must be submitted within days of executing the FAA Grant Agreement. Once the State grant application process has commenced and a state agreement has been executed, staff will issue a Notice to Proceed to Mead & Hunt, Inc. as well as O.C. Jones & Sons, Inc. for construction management services and construction mobilization, respectively. Adoption of the resolution authorizes the filing of the State grant application, accepting the allocation of funds for projects, executing the grant agreement, and authorizing the Director of Public Works to sign any documents necessary for the above actions.

Adopt a Resolution authorizing the filing of an application, acceptance of allocation of funds, and execution of a grant agreement by the Director of Public Works with the California Department of Transportation Aeronautics Division in support of Airport Improvement Program (AIP) 3-06-0162-047-2024 for a State Matching Grant of $219,629 for the Taxiway K and 19R Runup Apron Rehabilitation Project.

Discretionary Justification:

Airport to receive a Grant Offer from the Federal Aviation Administration (FAA) in the amount of $4,392,584; 90% of the total project cost for the Taxiway K Reconstruction. Upon acceptance of a State Matching Grant, the Airport will receive additional Grant funds of $219,629, which is 5% of the FAA grant amount. The Airport Enterprise Fund will pay the remaining $268,436, bringing the total project cost to $4,880,649.

This Airport Improvement Project will take place during fiscal year 2024/25.

Consequences if not approved:

The Airport will not be able to apply for or accept $219,629 in State Matching Grant funds available through the CalTrans Aeronautics Division.

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act [See Class 2 (“Replacement of Reconstruction”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15302].
