BACKGROUND
Approval of Amendment No. 4 to Agreement No. 230252B will update the scope of work to include routine posted security services at 2751 Napa Valley Corporate Drive, Bldg. B during regular business hours. Health and Human Services has identified the need for a consistent safety presence in Building B. Building A currently has posted security staff.
The maximum compensation for each fiscal year beginning FY 24/25 will increase to accommodate this additional posted security guard location. Maximum compensation for non-routine services will remain the same. Maximum compensation under the agreement will increase by $30,022 in FY 2024-25 for a new maximum of $576,051, increase to $640,805 in FY 2025-26, and increase to $658,913 in FY 2026-27.
On October 17, 2023, the Board approved Amendment 3 to the agreement to update the scope of work to include routine posted security services in the lobby of the County Administration Building thereby increasing maximum compensation to $505,931 in FY 2023-24 and $546,029 in FY 2024-25. Maximum compensation increased in optional contract years 4-5 to $563,845 in FY 2025-26, and $579,644 in FY 2026-27
On August 8, 2023, the Board approved Amendment 2 to the agreement to update the scope of work to include routine posted security services at 650 Imperial Way thereby increasing maximum compensation to $428,684 in FY 23/24 and $445,502 in FY 24/25. Maximum compensation increased in optional contract years 4-5 to $460,697 in FY 25/26, and $474,187 in FY 26/27.
On March 28, 2023, the Board approved Amendment 1 to the agreement to update the scope of work to include HeliAUS mobile technology deployment and to increase maximum compensation. Maximum compensation amount increased to $916,164 total in years 1-3 and $778,656 total in the optional additional years 4-5.
On December 13, 2022, the Board approved professional services agreement No. 230252B effective January 1, 2023, with Allied Universal with a maximum compensation amount of $908,145 total in years 1-3 and a maximum compensation amount of $771,528 total in the optional additional years 4-5.
County staff issued a Request for Proposal (RFP) for security services on August 26, 2022. Ten companies submitted proposals which were scored according to predetermined weighted criteria: company history, experience, qualifications, and pricing. Two of the top-scoring companies were invited for interviews with a panel. Allied Universal distinguished itself as the most qualified company and was selected by the panel to provide Napa County with security and patrol services.
REQUESTED ACTION:
Approve and authorize Amendment No. 4 to Agreement 230252B with Universal Protection Services, LP, dba Allied Universal Security Services (Allied Universal) to update the scope of work to add a posted security guard at the South Campus Building B and increase maximum compensation for routine services due to this increase in services effective February 2, 2025.

Each department receiving security services, either posted or patrol services will budget a portion of the contract’s maximum annual compensation according to their planned usage each fiscal year. |

If the amendment is not approved, the County would not have the ability to provide routine security services at South Campus Bldg. B. Any needed security coverage, therefore, would be charged at the higher non-routine/emergency hourly rates or would be unavailable to meet identified security needs. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
