BACKGROUND

Roads planned for rehabilitation are selected based on their existing Pavement Condition Index (PCI), which is an overall measure of the condition of the road surface developed by the United States Army Corps of Engineers and later standardized by the American Society for Testing and Materials (ASTM). The PCI shows a numerical index ranging from 0 to 100, with 100 being the best roadway condition that is anticipated to support 20 years of use.


Public Works uses the PCI information to develop a 5-year plan which optimizes the use of available funds to assist in prioritizing road resurfacing projects. This is not an analysis that selects repairs based on “worst first.” Instead, it is based on repairs that provide the greatest efficiency per dollar spent. In many cases spending smaller amounts of money on maintenance towards roads that aren’t in bad shape can sometimes be much more effectively spent than a larger funding amount towards a road that has already failed.


The roads to be included in the project are as follows:
Deer Park Road (4.07 miles) (PCI 51)
White Cottage Road (3.83 miles) (PCI 25)
College Avenue (0.82 miles) (PCI 31)


On June 25, 2024, the Board approved creation of the Deer Park Region and West Zinfandel Paving Project, awarded Professional Services Agreement (PSA) No. 240426B to GHD for design services, and authorized a $400,000 budget transfer from the Capital Improvement Project Fund to the project fund. The project was initially planned for construction in 2025 and included rehabilitation of the following roads: Deer Park Road, Sanitarium Road, Sunnyside Road, Glass Mountain Crossroad, and West Zinfandel Lane. However, during design coordination staff discovered that both Pacific Gas and Electric and the St. Helena Hospital have ongoing and scheduled utility underground projects in the area in 2025. Therefore, the paving project was postponed until 2026, to allow completion of the underground work prior to paving. West Zinfandel has since been constructed under a separate paving project as it had no known utility undergrounding project conflicts. With the removal of West Zinfandel from this project, this project’s name has been changed from the “Deer Park Region and West Zinfandel Paving Project” to “Deer Park Region Paving Project.”


On October 21, 2025, the Board approved Amendment No. 2 to Agreement No. 240426B with GHD to incorporate White Cottage Road and College Avenue into the project and approved a budget transfer of $200,000 Measure U Funds to the project fund. Staff determined that including these roads in the “Deer Park Region Paving Project” would be more efficient and cost effective than rehabilitating them as part of a later project as they are both in the vicinity of Deer Park Road. This project is proposed to be constructed this summer and will include Deer Park, White Cottage, and College. Sanitarium and Glass Mountain Crossroad will most likely be paved in 2027, as we do not have sufficient funds to accomplish them this year. The rehabilitation of Sunnyside and Mund is being completed by the Roads. Therefore, Sunnyside will no longer be included in this project.

 

On March 24, 2026, the Board approved the plans and specification package for the Deer Park Region Paving Project and authorized advertisement. The project was released to bidders through OpenGov on April 7, 2026.


On May 5, 2026, bids were received and opened for the Deer Park Region Paving Project, RDS 25-02. The apparent low bidder was Argonaut Constructors, Inc. of Santa Rosa, CA for their base bid of $4,128,471 as well as bid additive alternate #2 (High Friction Course Treatment - Deer Park) of $121,250, bid additive alternate #3 (Extra Paving Limits - Deer Park) of $696,550, and bid additive alternate #4 (3” Mill and Fill - White Cottage) of $627,273 for a grand total of $5,573,644. The total project cost, including design, engineering, administration, construction, construction management, and contingency is $7,791,965. The project will be fully funded through the Local Transportation Tax (T/U) fund. Construction is planned to start in June 2026. The bid results are presented below:

Currently, there is $3,919,331 in County Measure U funds available for this project. It is projected that an additional $3.5 million of Measure U receipts will be realized within the last quarter of the fiscal year, although not fully received until October 2026.  The budget requested for this agenda item will utilize the current cash on hand and the future Measure U funds as they become available.  No cash will be released until the funds are received by the County. 

 

Requested Actions:

1.                     Award of a Construction Contract for the “Deer Park Region Paving Project, RDS 25-02” to Argonaut Constructors, Inc. of Santa Rosa, CA for their low base bid of $4,128,471 as well as bid additive alternate #2 of $121,250, bid additive alternate #3 of $696,550, and bid additive alternate #4 of $627,273 for a grand total of $5,573,644 and authorization for the Chair to sign the construction contract.

2.                     Approve a Budget Amendment for the following (4/5 votes required):

a.                     Increase appropriations for Project 24034 - Deer Park and West Zinfandel Paving in the Roads Capital Improvement Project Fund (Fund 2040, Sub-Division 2040500) in account 52360 - Construction Services by $7,197,055, offset by an increase of $7,197,055 in revenue account 48200 - Transfers-In from the Local Transportation Tax (T/U) Fund; and

b.                     Increase appropriations in the Local Transportation Tax (T/U) Fund (Fund 2440, Sub-Division 1220053) in account 56100 - Transfers Out by $7,197,055, offset by use of its available fund balance.

Project 24034 will be funded by the Local Transportation Tax Measure (T/U). This project was not budgeted as part of the annual budget process since Local Transportation Tax (T/U) revenues are received quarterly. Staff monitors the revenue and cash flow and once there’s sufficient cash, come to the board to move forward with the project and establish the project budget.
