BACKGROUND

On December 17, 2024, the Napa County Board of Supervisors (Board) issued a “Statement on Valuing, Supporting, and Protecting Historically Marginalized Communities” reflecting the County’s priority to grow and protect an inclusive community where all individuals, including immigrants and their families, feel safe and secure and can access the resources they need without fear. The statement also made it clear that the path forward with marginalized communities requires trust, collaboration, and respect.

Additionally, the 2024-2029 Napa County Community Health Improvement Plan (CHIP) sets forth the County’s plan to implement specific strategies to improve the health and well-being of community members within five priority areas. Two of the priorities areas are to address “Access to Health Care” and “Race Equity” with a specific strategy to “increase health and social service system navigation support, with a focus on undocumented individuals and mixed status households.”

That background in mind, the California Department of Health Care Services (DHCS) requires managed care plans (MCPs) to increase alignment and collaboration with local health jurisdictions (LHJs) to improve population health management outcomes. To address local health priorities, MCPs must actively participate in and align with local CHIPs, including through the provision of financial support. Kaiser Foundation Health Plan, Inc., one of two MCPs in Napa County, will provide funding to HHSA over three years, starting with Fiscal Year (FY) 2025-2026, for activities related to our CHIP within specified parameters.
For the upcoming FY 2026-2027, given the continued need to increase system navigation support with our immigrant population and the critical partnership and ongoing work with ONVI/NVT, HHSA has strategically aligned the funding to support this Agreement. HHSA’s proposal has been approved by Kaiser, thereby allowing HHSA to apply $50,000 toward this CHIP strategy and provide another year of enhanced funding to NVCF and the ONVI/NVT initiative. For context, in both FY 2024-2025 and FY 2025-2026, the Board approved the use of Tobacco Master Settlement Agreement (MSA) Funds to enhance the funding for this Agreement adding $10,000 and $50,000, respectively.
This Agreement builds upon the prior investment of ONVI that was launched in 2013 and has been highly successful in providing naturalization and immigration support services to residents. The collaborative program utilizes an innovative cross-sector model that matches Family Resource Centers (On the Move, Puertas Abiertas, and Up Valley Family Centers) with a nonprofit legal services provider (Immigration Institute of the Bay Area, or IIBA) to deliver a seamless approach in navigating the complexities of naturalization.

The increase of $50,000 in funding allows ONVI to sustain its capacity that has been needed at this critical period to support naturalization services, DACA renewal workshops, legal consultations, and education. This expansion supports ONVI at a critical time in providing reliable and credible immigration information to Napa County residents to allay the climate of fear, to help support our immigrant community in access to critical resources, including health care access, and uniting and enhancing competencies of trusted messengers in organizations, schools, and jurisdictions, as they serve our immigrant friends, family, and neighbors.

Increased services across Napa County will include an increase in Know-Your-Rights trainings; family preparedness workshops and consultations; trainings on enhanced services for navigation, referrals, and other legal information for trusted messengers; convening community partners to ensure communication and feedback loops exist; providing mental health support for these families; and growing the infrastructure to ensure program and financial sustainability needed to respond to emerging needs. Outcomes associated with this Agreement have been, and will continue to be, reported in HHSA’s Annual CHIP Report.

Accordingly, the Agreement before the Board allows NVCF to sustain ONVI at an expanded level through an increase of $50,000 in FY 2026-2027 keeping the maximum to $100,000 for an additional year, and thereafter at $50,000 in FY 2027-2028.

Requested Action:

Approve and authorize Amendment No. 2 to Agreement No. 240303B with NVCF for the term upon approval through June 30, 2028 increasing compensation $50,000 for FY 2026-2027.

The expansion of ONVI meets a critical need and the use of MCP funds available to HHSA to do so aligns with our CHIP.

Consequences if not approved:

The County’s support for ONVI and NVT will not continue to the same extent absent this additional funding.
