EXECUTIVE SUMMARY

The requested action makes changes to the Planning, Engineering, Environmental Health,  and Natural Resources Divisions of the Planning, Building, and Environmental Health Department to stream line services to the public by strategically adding to staffing capacity.

Discretionary Justification:

Current staffing levels are not sufficient to meet new and growing requirements related to wastewater programs, drought conditions, fire rebuilds, and new construction project within the Planning, Building, and Environmental Services (PBES) Department’s oversight.

Is the general fund affected?

Yes

Future fiscal impact:

The increased cost of salary and benefits for the remainder of Fiscal Year 2021-2022 for the proposed action is estimated at $94,295.  The increased annualized cost for this position is estimated at $262,000 and will be budgeted accordingly in future fiscal years.

Consequences if not approved:

If these changes are not approved, PBES will not have the proper staffing mix to meet new and rapidly changing program requirements and increased demand for services from the public.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

The requested actions for the Planning, Building, and Environmental Services (PBES) Department are summarized below.

Planning and Engineering Divisions - The Planning and Engineering Divisions of PBES requests a new Planning Manager and GIS Technician I/II position, and to delete a vacant Engineering Manager Position. The proposed Planning Manager will provide supervision and lead the most complex planning projects within the Division. The GIS Technician I/II requested to provide necessary technical support needed to meet the expanding and increasingly complex GIS demands within PBES.  

In addition, the Planning Division requests a Planner II/III position to support the County’s Sustainability Program. Napa County’s Sustainability Program is funded by the California Public Utilities Commission (CPUC) via the Association of Bay Area Governments (ABAG), and supports marketing and implementation of rebates, and other energy efficiency incentives through the Bay Area Regional Energy Network (BayREN).  If approved, this position will conduct additional outreach to residents and businesses to educate them about opportunities for rebates and multi-benefit ways to improve their home/business.

Environmental Health Division - The Environmental Health Division of PBES requests an increase to a vacant part-time Environmental Health Specialist I/II position to a full-time position (0.75 FTE to 1.0 FTE). The additional 0.25 FTE is critical to meeting State’s changing wastewater program requirements, which must be implemented in 2022.

Natural Resources Division - The Natural Resources Division of PBES requests a new Planner III position to meet the growing workload demands tied to the Groundwater Stability Agency (GSA).  If approved, this requested Planner III will engage with the public to promote a greater understanding of groundwater resources, and will proactively manage groundwater supplies.

Therefore, the Director of Human Resources and Director of Planning, Building, and Environmental Services request adoption of a Resolution amending the Table and Index of Classes, Departmental Allocation List for multiple divisions of the Planning, Building and Environmental Services Department, and appropriate personnel policies, as outlined in Exhibit “A,” effective January 25, 2022, with a net increase of three and one-quarter (3.25) full-time equivalents, and a slight impact to the General Fund.
