BACKGROUND

County Fire Currently has five capital assets on its inventory list in need of surplus.  These items have been removed from service and are no longer required for use and are not being used. With approval of today’s action, these items will be declared surplus. The SFW Chem Pro 100 monitor will be sold at public auction while the other items have already been disposed of through the shop fire or taken to a landfill. 

Asset No. 27330, a SFW Chem Pro 100 Air Monitor, is used to aid the county hazmat team with identifying hazards such as chemical warfare agents and toxic industrial chemicals. This detector was purchased in June of 2009, and the vendor no longer produces the replacement parts for repair or operation, making it difficult to continue with serving the current machine. The machine has outlived its useful life.

In June of 1992, a customized fire engine was built to place in the “new” county station in southern Napa, now known as Greenwood Ranch Station. During this time, when customizing an engine, plans were drafted and engineered. The cost of doing so would then be passed on to the consumer, resulting in Asset No. 26350-1, Plans for E27. A cost of $5,431 was paid by the county for this process. These plans are now outdated and are no longer useful or relevant in 2025.

The Napa County Fire Training Grounds, located off Silverado Trail, had a modular office structure (Asset No. 27012) that had been used from 2004 through 2011. The portable modular trailer was used as a satellite office for training staff while conducting classes and drills. The trailer has become delipidated and no longer used due to mold, and deterioration. Due to the condition of the trailer, it was destructed and put into a dumpster to take to the county trash refuge.

In April of 2019, the St. Helena Shop had a fire that destroyed the structure. Along with the structure, two items that were lost in the fire were a Landa Hot Water Pressure Washer to clean tools (Asset No. 27043) and a 22x62x15 carport (Asset No. 27327). Both these items were removed and taken to a county trash refuge when the structure was demolished.

Government Code section 25504 provides authorization to the county purchasing agent for the direct sale of surplus personal property. California Government section 25363 authorizes the Board of Supervisors, upon four-fifths vote, to sell at public auction and convey to the highest bidder for cash, any property to the County and not required for public use. Revenue from the sale will be deposited into the Fire Fund (Fund 210) for use towards operational expenses.
  
Requested Actions: 
1.  Declare Capital Asset Numbers 26350-1 Plans for E27, 27012 Mobile Manor, 27043 Landa Hot Water Pressure Washer, 27327 22x62x15 roof cover, and 27330 SFW Chem Pro 100 air monitor, as surplus and no longer required for public use; and
2.  Authorize the Auditor-Controller to remove these surplus assets from the capital asset listing; and
3.  Authorize the sale of Capital Asset No. 27330 at public auction.
