EXECUTIVE SUMMARY

In April 2023, Napa County Office of Emergency Services (OES) applied to the California Governor’s Office of Emergency Services (Cal OES) for grant funds to update the county’s Multi-Jurisdictional Hazard Mitigation Plan under the federally funded Hazard Mitigation Grant Program. On June 28, 2023, OES received notification of grant award by Cal OES. Cal OES allocates the federal funds to the awarded participations in the state of California and Napa County will be considered a subrecipient to Cal OES.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by California Code of Regulations, title 14, section 15378 (State CEQA Guidelines) and is specifically excluded under section 15378, subd. (b)(4) (creation of government funding mechanisms). Therefore, CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Hazard Mitigation Plans are required to be updated by local government every five (5) years to be eligible for state/federal funding. The Federal Disaster Mitigation Act of 2000 requires that states review Local Hazard Mitigation Plans (LMHP). Napa County will be developing, submitting, and adopting a Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) which is coordinated through collaboration with all municipalities and special districts within the county. Napa County last updated and approved a Hazard Mitigation Plan in August 2020, which would mean the next update will need to be developed, presented to the Board of Supervisors, and approved by Federal Emergency Management Agency (FEMA) by August 2025. The purpose of hazard mitigation plans is to gather hazard, vulnerability, and mitigation information from the local level for use in state-level planning, to ensure that state and local hazard mitigation planning is coordination to the greatest extent practical, and to ensure that local jurisdictions are made aware of the hazards and vulnerabilities within their jurisdiction and to develop strategies to reduce those vulnerabilities.

On June 28, 2023, OES received notification of a grant award in the amount of $325,000, with a thirty-six (36) month performance period and reflects a 90% federal and 10% local cost share. Cal OES allocates the federal funds to the awarded participations in the state of California and Napa County will be considered a subrecipient to Cal OES.

Napa County will hire a consultant for research and develop of the MJHMP.
