SUBJECT: Budget Transfer for Preliminary Design of Pope Valley Road (RDS 24-05) and Ink Grade Road (RDS 24-06).

Director of Public Works Requests approval of a Budget Adjustment for the following (4/5 vote required):
1. Creation of new Roads Capital Improvement Projects for Pope Valley Road Resurfacing Project (Fund 2040, Org 2040500, Project 24007) and Ink Grade Road Resurfacing Project (Fund 2040, Org 2040500, Project 24008);
2. Increase Transfer Out appropriations by $100,000 in the Accumulated Capital Outlay Fund (ACO) (Fund 3000, Org 3000000, Object 56100) offset by use of its available fund balance to be transferred to Project 24007 ($50,000) and 24008 ($50,000); and
3. Increase Engineering Services appropriations by $50,000 in Project 24007 (Fund 2040, Org 2040500, Project 24007, Object 52145) and by $50,000 in Project 24008 (Fund 2040, Org 2040500, Project 24008, Object 52145) offset by transfer-in revenues from ACO.

EXECUTIVE SUMMARY
The Pope Valley Road (RDS 24-05) and Ink Grade Road (RDS 24-06) resurfacing projects will be combined under a single construction contract to achieve an economy of scale for bidding purposes. Pope Valley Road will be resurfaced from Aetna Springs Road to the “Y” intersection of Howell Mountain Road and Chiles Pope Valley Road. Ink Grade Road will be resurfaced from Pope Valley Road to its end on Howell Mountain Road. This budget transfer request is to establish a preliminary engineering design budget which will include geotechnical pavement testing, site reconnaissance, and the creation of Plans, Specifications, and appurtenant bid documents.

The proposed project will repair the existing pavement that has severely deteriorated overtime in the Pope Valley region of Napa County. The requested budget transfer is for the design of road improvements to prepare a complete bid package and for geotechnical testing and evaluation. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
BACKGROUND AND DISCUSSION
The Pope Valley Road Resurfacing Project (Project 24007) has three (3) funding sources for a total of $3,390,000 set aside for roadway repairs; the funding sources include a $2,000,000 earmark from State Senator Bill Dodd, $408,000 from PG&E, and $982,000, as needed, from the Accumulated Capital Outlay (ACO) Fund to supplement the remaining project costs. Pope Valley Road is a continuation of Chiles Pope Valley Road (CPVR), which spans from Highway 128 to the “Y” intersection with Howell Mountain Road. Pope Valley Road is a major collector route and emergency route that provides passage through the Pope Valley region to Middletown. Napa County owns the segment of Pope Valley Road that spans from Aetna Springs Road to the intersection of Howell Mountain Road and Chiles Pope Valley Road (approximately 3.7 miles), all of which will be repaired in 2024 as part of this Project. PG&E recently completed a project to move overhead electrical wires underground to reduce the risk of power lines causing wildfires. PG&E is making a contribution to the Project to repair the damage caused by their undergrounding project.
The Pope Valley Road and Ink Grade Road Resurfacing projects will include repairs to the roadway surface and features for about eight miles of estimated resurfacing. This budget transfer would provide Public Works with funding for the design phase of these projects and will allow staff to move forward with the investigation and design of these roadway improvements. Staff will return to the Board of Supervisors with the final design details, ready-to-bid Plans and Specifications, and a request for permission to advertise. Construction is scheduled to start in the early summer of 2024.
