BACKGROUND

Napa County and the City of Napa (City) are partnering on a joint project to pave Trancas Street from Jefferson Street to State Highway 121. The County’s jurisdiction of Trancas Street includes the area from the Trancas Street bridge over the Napa River (east of Old Soscol Avenue) and continues eastward for 0.65± miles to either end of the “Y” intersection connected to State Highway 121. On May 22, 2025, the Board of Supervisors authorized the creation of Project 25047 for the “Trancas Street Paving Project,” RDS 25-35 and appropriated a budget for the design.

The Trancas Street Paving Project was advertised by the City of Napa on August 13, 2025, and the City opened ten (10) bids on August 27, 2025. The base bid and total bid results of the three (3) apparent low bidders are listed below:

The base bid for the City’s work, and the two Additive Alternates for the County portion, make up the total bid price, which is shown in parathesis above. The Contractor (MCK Services Inc.) was selected on the basis of the base bid. The construction price for the two County alternatives is therefore $1,002,208.

The Engineer’s Estimate was $4,285,000 for the combined total for the City and County’s scope. The Engineer’s Estimate for Bid Alternate A (pave Trancas St. from the bridge crossing the Napa River to the Silverado Trail intersection) had an Engineer’s Estimate of $885,000. The Engineer’s Estimate for Bid Alternate B (pave Trancas St. from the Silverado Trail intersection to State Route 121) was $510,000, for a total estimate of $1,395,000.

The three (3) lowest bids have been reviewed and are considered responsive. Construction is anticipated to commence in September 2025 and be completed by December 2025, weather permitting.

MCK Services, Inc. is not a local vendor; however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder, regardless of whether the low bidder is local or not. The City of Napa advertised this project with the local construction community by advertising the request for bids on the OpenGov procurement website.

The total project budget for the County’s portion of the scope, including engineering design, construction management, project management, inspections, and construction contingency is $1,280,000. In addition to previous appropriations totaling $40,000, a budget adjustment of $1,240,000 from SB-1 Non-Operating Special Revenue Fund (SB-1) is requested to move this project forward to construction.

It is recommended that the Board approve the budget amendment and authorize the Chair to sign the Reimbursement Agreement with the City of Napa. Under this Agreement, the City of Napa will serve as the agency in responsible charge for advertising and administering the construction contract, while the County will reimburse the City for design, construction, and inspection costs affiliated with the project. Upon approval by the Board of Supervisors, the City of Napa will execute the Reimbursement Agreement on September 16, 2025 at their City Council meeting, and award the construction contract to MCK Services, Inc. for their base bid of $2,103,541 for the City’s work. In addition, the City will award the two bid alternates for Napa County’s work: Bid Alternate A in the amount of $618,883 and Bid Alternate B in the amount of $383,324, for a combined County construction cost of $1,002,208.

Requested Actions:
1. Approve Agreement No. 260133B with the City of Napa, for a maximum compensation of $1,240,000, for design services, construction costs, and inspection of the Trancas Street Paving Project; and
2. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $1,240,000 in the SB-1 Non-Operating Special Revenue Fund (SB-1) (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to be transferred to Project 25047 and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040500, Project 25047, Account 48200); and
b. Increase Construction Services appropriations by $1,240,000 in Project 25047 budget (Fund 2040, Sub-Division 2040500, Project 25047, Account 52360) offset by Transfer In revenue from SB-1.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act of 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B].
