BACKGROUND

The County has an agreement with Mentis to provide specialty mental health services through the Supportive Living Program (SLP) to seriously mentally ill individuals in Napa County. The SLP helps these residents obtain and maintain stable housing, offering mental health services and community support. In partnership with Catholic Charities of Napa Valley, Mentis operates an apartment complex in Napa for individuals with a history of mental illness, where clients funded by the current agreement reside.

This amendment provides Behavioral Health Bridge Housing (BHBH) funding to Mentis for rental assistance, enabling them to allocate BHBH grant funds to residents of their new 6-bed housing unit on Griggs Lane in Napa. Qualified residents meeting specific BHBH criteria for homelessness and behavioral health will receive $750 in monthly rental assistance. This housing prioritizes clients served by the new CARE Act program. A total of $54,000 ($750/month x 6 beds x 12 months) has been added to the contract maximum through June 30, 2027, the BHBH grant end date. These funds are solely for rental assistance and will be billed separately from all SLP mental health services. Language specific to BHBH funding requirements has been added to Exhibits A and B of this agreement.
