SUBJECT: MOU No. 8685 with Napa Valley Unified School District Adult Education

Approve and authorize a Memorandum of Understanding (MOU) No. 8685 with the Napa Valley Unified School District Adult Education to provide educational services to the incarcerated population at the Napa County Jail. (No Fiscal Impact; Discretionary)

BACKGROUND
The Napa County Department of Corrections previously offered educational services to the incarcerated population via a MOU with Napa Valley Unified School District. Classroom space was available in the basement of the North Jail. That space hasn’t been available since the 2018 construction of cells in the north jail’s basement. No other space appropriate for programming is available at the current jail. This MOU will reinstate educational services, such as General Education Development (GED) certificate of high school equivalency, at the new jail. Multiple flexible programming spaces have been designed into the new jail.
Requested Action:
1. Approve and authorize the MOU No. 8685 with the Napa Valley Unified School District Adult education for the term of December 15, 2024, to June 30, 2025, with two automatic renewals.

Napa County Department of Corrections recognizes the value of offering educational opportunities to the incarcerated population. This MOU will help increase the likelihood of employment and self-sufficiency to incarcerated persons re-entering the community. |

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
