Director of Public Works requests approval of plans and specifications for the “Sullivan Parking Lot Rehabilitation Project”, PW 20-34, authorization to advertise for sealed bids, and opening of the bids at a time, date and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.

EXECUTIVE SUMMARY
The Sullivan parking lot has deteriorated over the years and is developing potholes and large cracks raising concerns for public safety. The Sullivan Parking Lot Rehabilitation Project will repair and resurface the parking lot pavement. Plans and specification are complete and presented to the Board of Supervisors (Board) for approval and authorization to advertise the project. Funding for the project will come from Property Management’s budget. The estimated construction cost is approximately $230K. Public Works staff will return to the Board with a detailed budget based on the lowest bid at time of construction contract award and will request a budget transfer from Property Management to fully fund the project.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
BACKGROUND AND DISCUSSION
The Sullivan parking lot is owned by the County of Napa and is located west of the Administration building bound by 3rd Street on the north, Randolph Street on west, 4th Street on the south, and Coombs Street on the east. The parking lot is open to the public for all day parking. The parking lot asphalt surface has deteriorated over the years and is beginning to develop pot holes and large cracks creating a potential public safety concern and is in need of rehabilitation. After the repairs and resurfacing the parking lot will be re-striped to its existing configuration including American with Disabilities Act parking stalls. The Board of Supervisors (Board) previously approved $50,000 of budget for design and preparations of plans and specifications. The estimated cost, including design and all other factors, for rehabilitating the Sullivan Parking Lot is approximately $345,000 and will be funded from the Property Management budget. Public Works staff will return to the Board at the time of construction contract award and present a detailed project cost estimate based on the lowest bid, and to request a budget transfer from Property Management to fully fund the project. Staff recommends the Board approve the plans and specifications and authorize the advertisement of the project.
