BACKGROUND

The Airport Terminal Area Redevelopment Phase 1 Project, PW23-29R, consisted of relocation of the airfield lighting and rotating beacon, remediation of lead and asbestos at the existing terminal building, demolition of the existing terminal and electrical vault buildings, addition of temporary fencing to secure airfield operations where buildings will no longer stand, realignment of the main sewer line along Airport Rd, and relocation of Airport staff and the flight school to 2000 Airport Road (the Old JAL building and the new community terminal building). 

This Airport infrastructure project was bid per Federal Aviation Administration (FAA) guidelines for future intention to request grant reimbursement. The final Notice of Completion (NOC) for PW23-29R was recorded on November 24, 2024, for a total project cost of $3,441,062 under Capital Program 23041.  The Bipartisan Infrastructure Bill designated 5-years of Airport Infrastructure Grant funds to all public use airports beginning in fiscal year 2022. Napa County received $763,000 of entitled funds for FY 2022.

Recent discussions with the FAA Grant Administrator assigned to Napa County indicated “use-or-lose” for the FY 2022 entitlements and agreed to split the entitlements towards two projects; $477,720 for the North GA Ramp Reconstruction design efforts (which have already been applied for by separate action of the Board) and the remaining $285,280 to reimburse eligible airfield electrical components purchased for the Terminal Area Redevelopment Phase 1 Project. The reimbursement for project costs already spent does not require a sponsor match.

Requested action:
Authorize the Director of Public Works to apply for and execute a FAA grant agreement in the amount of $285,280 for reimbursable airfield electrical costs. Grant revenue funds will be deposited into the Airport Enterprise Fund.

The AIG grant funds would be placed in Airport Enterprise Fund (Fund 5010) Federal Grant Revenue (43890).

Discretionary Justification:

FY2022 Grant entitlements for Napa County is $763,000 under the Bipartisan Infrastructure Bill- Airport Infrastructure Grants. The remaining entitlement balance for Napa County following the North GA Ramp Reconstruction Design FAA grant application is $285,280. If the Airport does not submit an application for these entitlement funds, the funds will remain with FAA and will no longer be available to the Napa Airport.

If not approved, the Napa County Airport would not receive the remaining FAA AIG grant entitlements.   

 

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The Board previously considered and adopted a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for this Project, pursuant to Resolution No. 2020-120. There have been no substantial changes to the Project or new information of substantial importance within the meaning of CEQA Guidelines section 15162 that would warrant additional environmental review in connection with this action.
