Approve and authorize a Certificate of Assurance for Compliance that authorizes the District Attorney to apply for and sign grant Subaward documents with the California Office of Emergency Services in the anticipated amount of $300,000 revenue for the period of April 1, 2024 to March 31, 2026 for the Family Justice Center Program to serve victims of crime. (Fiscal impact: $300,000 revenue; General Fund; Not Budgeted; Discretionary).

BACKGROUND
Following several years of collaborative effort between the District Attorney, local community-based service provider organizations, law enforcement, adult protective services and the Health and Human Services Agency, and the award of a competitive grant project with the California Office of Emergency Services (Cal-OES) to provide funding for an emerging Family Justice Center in Napa County, the Monarch Justice Center was opened in July 2019.
The Emerging Family Justice Center grant of $400,000 from Cal-OES expired on March 31, 2021. Cal-OES provided further funding of $315,502 of State General Funds for the two (2) year term, April 1, 2022 to March 31, 2024 to support fully operational multiagency, multidisciplinary Family Justice Centers, such as Napa County’s Monarch Justice Center.
Cal OES is now providing a non-competitive grant application of $300,000 for the State Budget act grant funds for a further two (2) year term, April 1, 2024 to March 31, 2026 for the continuation of funding to Family Justice Center programs like the Napa County Monarch Justice Center.
Today’s recommended action will authorize the Chair to sign the Certificate of Assurance of Compliance (COAOC) document, which authorizes the District Attorney to apply and sign for the grant subaward, including extensions, modifications or amendments thereof.

Discretionary Justification: |
This item is discretionary in that there is no mandate for the District Attorney’s Office to provide additional services through the Family Justice Center. However, following the receipt of an emerging Family Justice Center grant, the Monarch Justice Center was established to serve crime survivors in a multidisciplinary collaboration of public and private professionals dedicated to providing access and resources. The grant program provides funding for the County’s multidisciplinary team partners to operate the Family Justice Center during the grant term, with no net increase in County General Funds. |

Consequences if not approved: |
If this item is not approved, the District Attorney will not be able to obtain additional funding from the State of California for the provision of multidisciplinary team collaborative services to victims of domestic violence, sexual assault, elder and dependent adult abuse, and human trafficking in a setting designed to better serve these vulnerable victims. |

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
