BACKGROUND
Napa County received the Highway Safety Improvement Program (HSIP) Cycle 11 grant to fund safety improvements at three intersections along Silverado Trail: Oak Knoll Avenue, Zinfandel Lane, and the Strawberry Patch (located approximately 0.4 mile north of Trancas Street). After evaluating the safety benefits, environmental impacts and cost implications, the County decided to remove the Strawberry Patch improvements from the project and to proceed with the planned safety improvements at the Oak Knoll Avenue and Zinfandel Lane intersections on Silverado Trail.
The HSIP Cycle 11 Silverado Trail Intersection Improvements Project at the Silverado Trail/Oak Knoll Avenue and Silverado Trail/Zinfandel Lane intersections include right-turn lane improvements, upgraded bicycle facilities, enhanced striping and pavement markings, advanced flashing beacons, and related roadway improvements.
Construction bids were received and opened on July 9, 2026. The apparent low bidder, Zara Construction, Inc. was determined to be non-responsive after failing to submit the required List of Subcontractors with its bid. Submission of the List of Subcontractors is a material requirement of the bidding documents and California Public Contract Code and cannot be waived after bid opening. Staff therefore recommends award to the next lowest responsive and responsible bidder, FBD Vanguard Construction, Inc., for its base bid in the amount of $676,229. Due to budget constraints Bid Alternate No. 1, which included installation of two solar-powered streetlights, is not recommended for award at this time, but may be added later on as a change order.

Amendment No. 4 to Agreement No. 250052B with SANBELL will provide environmental mitigation monitoring services during construction, including biological monitoring, cultural resource monitoring, MMRP implementation, and environmental compliance documentation. The amendment increases the agreement by $121,257 for a new not-to-exceed amount of $399,925.
Napa County has two separate projects funded through HSIP Cycle 11: the Silverado Trail Intersection Improvements Project (24015) and a guardrail project (22042) to replace various guardrails throughout the County. The two projects were funded concurrently with the initial expectation that the guardrail project would proceed to construction first and that reimbursements received for guardrail construction expenditures would subsequently be used to fund the intersection project. However, due to additional environmental review required for the guardrail project, the Silverado Trail Intersection Improvements Project received construction clearance first and is now ready to proceed. Approval of a budget amendment is being requested for $977,252 to reallocate budget currently allocated for construction of the guardrail project (22042) and transfer it to the Silverado Trail Intersection Improvements Project (24015) to allow construction to proceed. The guardrail project will subsequently be funded using reimbursements received for eligible expenditures on the intersection project. Both projects are eligible for 90 percent reimbursement under the HSIP program.
Additionally, included in the Fiscal Year 2026-27 budget is $14,850,000 in Project RDS00 for a list of Roads Capital Improvement Projects with not-to-exceed project amounts approved by the Board. Highway Safety Improvement Program (HSIP) 11 local match also known as HSIP Cycle 11 Intersection Improv. was on the list with a not-to-exceed amount of $100,000. With respect to this agenda item, a budget amendment and subsequent transfer of funds will be prepared to reallocate $100,000 from RDS00 to Project 24015. These actions will be reviewed and approved by the County Executive Office and the Auditor-Controllers office to ensure compliance with the adopted budget and availability of funds. The $100,000 currently budgeted in RDS00 for the Silverado Trail Intersection Improvements Project represents the County's anticipated local share of project costs.
Construction is anticipated to commence in August 2026 and be completed by November 2026, weather and site conditions permitting. A 10 % construction contingency of $67,623 is requested for unforeseen items of work. Amendment No. 4 to Agreement No. 250052B with SANBELL will provide environmental mitigation monitoring and construction support services in the amount of $121,257. MCK will provide construction inspection services in the amount of $90,961. Material testing, tree services, and county project management will cost approximately $120,000. With other various charges the total project budget for construction is $1,077,252.
Requested Action:
1. Reject bid from Zara Construction, Inc.;
2. Award a Construction Contract to FBD Vanguard Construction, Inc. in the amount of $676,229;
3. Approve and authorize Amendment No. 4 to Agreement No. 250052B with Sanderson Bellecci Inc for an additional $121,257, for a new maximum contract amount of $399,925 to provide construction-phase mitigation monitoring services for the HSIP Cycle 11 Intersection Improv. project; and
4. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase appropriations in the Accumulated Capital Outlay (Fund 3000, Sub-Division 3000000) in account 56100 - Transfers out by $977,252, offset by the transfer in revenue from Project 22042; and
b. Increase appropriations for Project 24015 - HSIP Cycle 11 Intersection Improv. in the Roads Fund (Fund 2040, Sub-Division 2040500) in account 52145 - Engineer Services by $333,400 and in account 52360 - Construction Services by $643,852 offset by the transfer in revenue (48200) from the Accumulated Capital Outlay.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The Board previously adopted the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for this project on April 14, 2026. Amendment No. 4 provides services necessary to implement the approved mitigation measures during construction.
