BACKGROUND

The Board of Supervisors may allocate community grant funds for nonprofit support and community benefit. The purpose of this allocation request is to support five local nonprofits serving the 3rd Supervisorial District and greater Napa County community.

First, the Pope Valley Farm Center is an organization dedicated to preserving its historic building and serving as a vibrant community hub. Its mission focuses on maintaining the Farm Center facility while hosting educational and community activities that promote the health, welfare, and safety of the Pope Valley community. Additionally, the Farm Center addresses food insecurity by hosting a community food bank twice a month, providing free produce and groceries to residents in need.  The amount of $1,000 in Board of Supervisors’ District 3 community grant funds will be used to invest in the programs the Center provides and produce and groceries to families in need.

Second, the Calistoga Community Emergency Response Team (Calistoga CERT) is a volunteer organization serving Calistoga and surrounding communities, is dedicated to improving emergency preparedness, disaster response, and community resilience through volunteer training and public education. Calistoga CERT equips residents with the skills needed to safely assist during emergencies, including wildfire events, earthquakes, and other disasters. Key services include emergency preparedness training, disaster response coordination, community outreach, and volunteer engagement. The amount of $1,000 in Board of Supervisors’ District 3 community grant funds will help support emergency preparedness and community resilience efforts.

Third is the Rianda House, a nonprofit organization serving older adults throughout the UpValley region. Rianda House is dedicated to enriching the lives of seniors through programs that promote health, independence, social connection, and overall well-being. Annually, Rianda House serves hundreds of older adults through recreational, educational, wellness, and support services designed to reduce isolation and strengthen community engagement. Key services include congregate meals, fitness and wellness classes, educational programming, transportation assistance, and social activities for seniors. The amount of $1,000 in Board of Supervisors’ District 3 community grant funds will help support senior wellness and community engagement programs.

Fourth, the Napa Community Animal Response Team (Napa CART) is a countywide nonprofit volunteer organization dedicated to supporting animal safety and welfare during emergencies and disasters. Napa CART works in partnership with local emergency responders to assist with animal evacuation, sheltering, reunification, and disaster preparedness education for pet and livestock owners. Key services include emergency animal shelter operations, evacuation assistance, volunteer training, and public preparedness outreach. The amount of $1,000 in Board of Supervisors’ District 3 community grant funds will help support emergency response and animal evacuation preparedness efforts throughout Napa County.

Lastly, UpValley Family Centers is a nonprofit organization, serving Calistoga and surrounding areas, dedicated to strengthening families and communities through a wide range of culturally responsive services. Annually, UVFC supports over 4,000+, including farmworkers, immigrants, youth, and seniors, by providing resources that promote health, education, and economic stability. Key Services include family support (case management, parenting education, and emergency assistance to help families navigate challenges and access essential resources), also youth programs, economic assistance, immigration services, and older adult support. The amount of $1,000 in Board of Supervisors’ District 3 community grant funds will help fund food access programs.

Requested Action: Approve and authorize allocation of Board of Supervisors’ funds for nonprofit support and community benefit in District 3.
