BACKGROUND
Since Fiscal Year 2014-2015, Sheriff’s Office has provided Napa County Office of Education (NCOE) with a Deputy Sheriff as a School Resource Officer (SRO). The SRO provides campus safety at Juvenile Court and Camille Creek Community School. Juvenile Court and Camille Creek Community School, located on Imola Avenue in the unincorporated area of Napa County, services the educational needs of students who are under protection or authority of Juvenile Court or those who are referred from school districts due to truancy, behavioral issues, or expulsion. The goals of providing an SRO are to create a safe and drug free school, promote positive social skills and healthy development of youth. The SRO duties include substance abuse prevention, early intervention, violence prevention, implementation of safe school policies and community partnerships.
NCOE has once again requested renewal of the revenue agreement to provide funding to Sheriff’s Office, which offsets the cost to place a Deputy Sheriff as an SRO.
Requested Action:
Approve and authorize the Chair to sign revenue Agreement No. 170821B with the Napa County Office of Education for a maximum of $123,552 to place a Deputy Sheriff as a School Resource Officer at Juvenile Court and Camille Creek Community School during the 2025-2026 school year.

Discretionary Justification: |
This item is discretionary in that there is no mandate for the Napa County Sheriff’s Office to provide a Deputy Sheriff to serve as the School Resource Officer for NCOE. Under this agreement, NCOE reimburses the County for the full cost of services to be provided plus administrative overhead expenses. |

This agreement is reviewed on an annual basis subject to NCOE funding. Appropriations are budgeted accordingly. |
Consequences if not approved: |
If this item is not approved, the Sheriff’s Office will not receive offsetting revenue to cover the expense of placing a Deputy Sheriff as a School Resource Officer at Juvenile Court and Camille Creek Community School. |
