BACKGROUND
The Upper Partrick Road Rehabilitation Project will pave approximately 0.9 miles of Partrick Road beginning near address 1766 and extending west to the point where the road narrows to a single lane. Every year, the Director of Public Works selects roads for rehabilitation based on their Pavement Condition Index (PCI), which is a numerical index ranging from 0 to 100 that measures pavement condition from failed to new. The PCI for this segment of Partrick Road is approximately 22, indicating a roadway in poor condition requiring rehabilitation. This segment of roadway is severely deteriorated and is experiencing several slow-moving slides, deep pavement cracking, and areas of significant pavement distress.
The project will improve drivability and long-term roadway stability. The proposed work includes construction of limited stitch pile retaining walls at locations where roadway movement has been observed and where slope instability poses the greatest risk to the roadway. Pavement sections exhibiting the most severe distress will be leveled with new asphalt concrete, and the roadway will receive a full overlay to extend the life of the pavement. Three culverts will also be replaced. Two bid alternates were included in the bid set. Bid alternate #1 for additional stitch piles and bid alternate #2 to overlay a 1,200-foot section of road from 1766 to 1781 Partrick Road.
On March 24, 2026, the Board of Supervisors approved the plans and specifications and authorized Public Works to advertise for bids. The project was subsequently advertised on March 26, 2026.
On April 23, 2026, bids were received and publicly opened.

Maggiora & Ghilotti, Inc. was determined non-responsive for failure to submit the required bid bond prior to bid opening. This is a material requirement and cannot be waived. Argonaut Constructors, Inc., is the lowest responsive and responsible bidder. Argonaut Constructors, Inc. had a bid alternate #1 cost of $261,120 for a total contract value of $1,488,613.50. Bid alternate #2 will not be awarded.
