EXECUTIVE SUMMARY

Side-by-Side provides a highly specialized type of Medi-Cal covered services to children, known as Therapeutic Behavioral Services (TBS), Intensive Care Coordination (ICC), and Intensive Home-Based Services (IHBS). ICC and IHBS are provided through the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit to all children and youth who are under the age of 21, who are eligible for the full scope of Medi-Cal services, and who meet medical necessity criteria for Specialty Mental Health Services.

ICC and IHBS must be provided to all children and youth with serious emotional problems, including those children who are members of the specific legal Katie A subclass. The provider travels throughout the North Bay to serve children wherever needed. Side-by-Side is the only provider currently available to provide TBS services to clients of Health and Human Services Agency.

The purpose of today's requested action will terminate the current Agreement with Side by Side and replace it with a new Agreement that includes updated terms and conditions. The new Agreement will also update provider codes and fiscal language found in the Scope of Work and Compensation exhibits. Side by Side, Inc. is not a local vendor.

This Agreement contains a provision for automatic annual renewal. Appropriations have been included in the approved Fiscal Year 2021-2022 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this Agreement is not approved, Napa County Mental Health would be in breach of contract with the state for failure to provide appropriate mandated specialty mental health series to children and adolescents with a serious emotional disturbance (SED).

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

TBS is a supplemental EPSDT/Medi-Cal service to County-authorized children and youth with serious emotional problems who are experiencing a stressful transition or life crisis and who need additional specific short term support to prevent placement in a group home, or the hospital, or to enable a successful transition from those levels of care back into the community.

ICC is a case management service that facilitates implementation of the cross-system/multi agency collaborative services approach allowing for assessment of, care planning for, and coordination of services, including urgent services for beneficiaries with intensive needs.

Intensive Home-Based Services (IHBS) are individualized, strength-based interventions designed to ameliorate mental health conditions that interfere with a child’s or youth’s functioning. These interventions are aimed at: helping the child/youth build skills for successful functioning in the home and community, as well as improving the family’s ability to help the child/youth successfully function in the home and in the community.  IHBS is expected to be of significant intensity to address the mental health needs of the child or youth, consistent with the child’s or youth’s client plan, and will be predominantly delivered outside an office setting, and in the home, school, or community.
