BACKGROUND
BayMark, Inc., offers State-mandated narcotic treatment programs (NTP) at two locations in Solano County in which Napa residents participate. Both programs provide evidence-based medication assisted treatment services that are supported by substance abuse counseling, case management, and community resource referrals. MedMark Treatment Centers, Inc., located in Fairfield, and Successful Alternatives for Addiction Counseling Services, Inc., (SAACS) located in Vallejo, provide methadone, buprenorphine, disulfiram, and naloxone treatment services to Napa County residents.
The amendments to these agreements incorporate rate increases for the FY 2024-2025 Medi-Cal NTP services and add required language regarding County oversight, consistent with California Advancing and Innovating Medi-Cal (CalAIM) reporting requirements. Although these agreements were prepared in July 2024, their execution by the contractor was a lengthy process and they only recently signed.
Requested Actions:
1. Approve and authorize Amendment No. 3 to Agreement No. 190292B with MedMark Treatment Centers, Inc., for $94,900 for Fiscal Year 2024-2025, and each subsequent renewal; and
2. Approve and authorize Amendment No. 3 to Agreement No. 190293B with Successful Alternatives for Addiction Counseling Services, Inc., for $270,100 for Fiscal Year 2024-2025, and each subsequent renewal.

This agreement contains a provision for automatic annual renewal. Appropriations have been included in the requested Fiscal Year 2024-2025 budget and future fiscal years will be budgeted accordingly. |

If these amendments are not approved, Napa County would be unable to provide NTP services that are part of the Drug Medi-Cal Organized Delivery System (DMC-ODS) array of required services for beneficiaries. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
