EXECUTIVE SUMMARY

The purpose of today’s requested action is to approve an amendment to increase the contract maximum to make use of an augmentation to the Medi-Cal Outreach & Enrollment allocation from the California Department of Health Care Services (DHCS).
Approval of today’s requested action will:
1.  Increase the amount by $23,544 for a new contract maximum of $123,544;
2.  Extend the term of the contract to June 30, 2022;
3.  Replace Exhibit A (Scope of Work) with Exhibit A-1 to increase numbers of individuals served and increase staffing and a provision to verify addresses of individuals served;
4.  Replace Exhibit B (Compensation) with Exhibit B-1 to incorporate the increased budget.

Discretionary Justification:

This agreement is discretionary since there is no mandate to increase this contract; however, the agreement with DHCS requires Napa County to partner with a Community Based Organization (CBO) to effectively conduct outreach to the targeted populations.

None, this Agreement terminates June 30, 2022.

Consequences if not approved:

If this amendment is not approved, Napa County will be unable to use all of the funds available under the Medi-Cal Outreach and Enrollment allocation.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Napa County HHSA, Self-Sufficiency Services Division (SSSD) originally received an allocation of $606,933 for the purpose of enrollment and retention in Medi-Cal of eleven targeted populations. The grant funding was effective upon date signed by both the County and DHCS through December 31, 2021. Napa County was awarded an additional $23,544 in funds resulting in a new maximum of $630,477 and extending the term of the grant funding activities through June 30, 2022.

SSSD utilizes this allocation fund for outreach, enrollment and retention through existing staff and a contract with Community Health Initiative (CHI). As a condition of the grant funding, the County is required to collaborate with one or more Community Based Organizations (CBOs) to develop, conduct and implement effective tools and methods to expand Medi-Cal outreach, application assistance, increase Medi-Cal enrollment and contribute efforts to retention for the uninsured, target populations. Today's action will approve an increase in the contract with CHI to support the project efforts by increasing the numbers of individuals assisted with completing applications and renewals at onsite and outreach locations. 

SSSD, along with agency and community partners such as CHI, aims to improve and increase the outreach, application assistance, enrollment, and retention efforts and reach uninsured county residents who may be eligible for Medi-Cal, with a focus on the hard-to-reach targeted populations.
