BACKGROUND

The County Executive Office is responsible under Napa County Code Section 2.08.040 for policy formation, including the development and recommendation of policy and policy alternatives to the Board of Supervisors for consideration.  This requires the CEO to advise the Board of Supervisors as to the analysis underlying a policy proposal and alternatives, including anticipated consequences, costs, and benefits of alternatives.  The vehicle through which the CEO fulfills this responsibility is an Administrative Policy Manual housing all policies adopted by the Board of Supervisors.

The purpose of the County’s Administrative Policy Manual is to establish clear, consistent, legally compliant guidelines for administrative functions that apply across County departments.  It serves as a centralized repository for countywide policies issued by the Board of Supervisors, promoting consistent and equitable practices; strengthen internal controls; improve organizational communication and transparency; reduce legal and financial risk; ensure compliance with laws, regulations and standards; and facilitate efficient use of County resources. 

The County has entered into an agreement with CivicPlus to host the Napa County Administrative Policy Manual on publicly accessible website.  Prior to publication, it is necessary to reorganize existing policies by subject area and eliminate those that are outdated.

This policy modernization project involves a review of all existing policies and has three phases: Phase 1 included review of all 112 existing polices by Department Head subject matter experts and County Counsel with each policy evaluated for approval as-is, recommended for repeal, or flagged for revision.  Phase 2 involves Board approval of the classification and numbering framework proposed in Exhibit A of the Resolution, and repeal of the administrative policies deemed outdated and unnecessary set forth in Exhibit B - this is the phase that includes today’s action.  Phase 3 will involve substantive revisions to the remaining policies and may include meet-and-confer with represented employee groups.  Staff intend to return to the Board of Supervisors in Fall 2026 with a second administrative item for adoption of the majority of the remaining policies, with a small number reserved for individual Board discussion and direction, as needed.
The final result of the Administrative Policy Modernization Project will be a complete, reorganized policy manual hosted on a publicly accessible website.
Requested action: Adopt a resolution adopting a new administrative policy numbering and classification framework and repealing outdated policy manual sections as identified in Exhibits A and B.
