BACKGROUND
The Napa County Animal Shelter is built to serve the community and its animals by providing programs and services to support Napa County residents and their pets. The Shelter serves the cities of American Canyon and Napa as well as the Town of Yountville by taking in an average of 2,300 animals a year. The facility in general functions well; however, there are drainage issues near the dog runs causing localized flooding which creates unstable areas and sanitary issues during the winter months that affect staff, volunteers, and the animals. Public Works staff inspected and videoed the existing storm drain system and identified several failures and deficiencies contributing to these issues. The Animal Shelter Drainage Project will address these issues by correcting the deficiencies and restoring proper drainage to the site.
Napa County has received authorization from the shelter partners to utilize the Animal Shelter-Operations budget to fund the project. The requested budget amendment is expected to fully fund the design and construction of the drainage improvements.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Intrafund Transfers Out appropriations by $125,000 in the Animal Shelter-Operations Budget (Fund 5040, Sub-Division 5040000, Account 57900) offset by use of its available fund balance to transfer to Project 26013 and increase to its Intrafund Transfers In revenues (Fund 5040, Sub-Division 5040500, Account 49900); and
b. Creation of a new project for the "Animal Shelter Drainage Project", PW 25-47 (Fund 5040, Sub-Division 5040500, Project 26013) and increase in Construction Services appropriations by $125,000 (Fund 5040, Sub-Division 5040500, Project 26013, Account 52360) offset by Intrafund Transfers In revenue from Animal Shelter-Operations Budget.

The Animal Shelter will continue to flood and create an unsafe working environment for the staff and volunteers and an unsanitary living environment for the animals.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
