Approve and authorize Agreement No. 240418B with On The Move, Inc., for a contract maximum of $142,891 for the term July 1, 2024 through June 30, 2026 for administration of the Transitional Housing Program and the Housing Navigation and Maintenance Program. BACKGROUND
The State’s Department of Housing and Community Development (HCD) provides funding to Napa County through the Transitional Housing Program (THP) and Housing Navigation and Maintenance Program (HNMP) allocation awards for the support of housing navigators to help youth 18-24 years of age secure and maintain housing, with priority given to youth 18-24 years of age, formerly or currently in the foster care or probation systems.
This agreement enables On The Move to expend these funds to continue their work to locate, procure and maintain housing for youth formerly or currently in the foster care or probation system. This is especially important for this age group as they transition to independent living arrangements. The housing needs of youth in foster care are great and the services provided under this agreement help support these youth toward the best possible outcomes.
Requested action:
Approve and authorize Agreement No. 240418B with On The Move, Inc., for a contract maximum of $142,891 for the term July 1, 2024 through June 30, 2026 for administration of the Transitional Housing Program (THP) and the Housing Navigation and Maintenance Program (HNMP).

While there is no mandate to contract with this vendor, On The Move is a first stop for many Transitional Age Youth (TAY) and is already providing these services, through a prior agreement. |

Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be budgeted accordingly. |
Consequences if not approved: |
If not approved, the County will not have access to the resources On The Move provides to address the continued housing needs of youths in foster care or formerly in foster care. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
