Director of Health and Human Services requests approval of and authorization for the Chair to sign Revenue Memorandum of Understanding No. 220102B with OLE Health for an annual maximum of $25,636 for the term September 14, 2021 through December 31, 2023 for co-location of a Napa County employed Mental Health Counselor-Registered/Licensed at OLE Health for the purpose of improving access to mental health services.

EXECUTIVE SUMMARY
Approval of the requested action will enable the County, through its Health and Human Services Agency’s Mental Health Division, to co-locate a Napa County employed Mental Health Counselor-Registered/Licensed for eight hours a week at OLE Health, 300 Hartle Ct, Napa, CA 94559 for the purpose of improving access to mental health services.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
This Memorandum of Understanding (MOU) is in response to the Behavioral Health Integration Incentive Program Grant that Ole Health was a recipient of through Department of Health Care Services and Partnership Healthcare. The purpose is for Napa County [through its Health and Human Services Agency-Mental Health Division (NCHHSA-MHD)] and OLE Health to work together toward the mutual goal of providing co-located access to mental health assessments in an integrated model. NCHHSA-MHD is to co-locate a Napa County employed Mental Health Counselor-Registered/Licensed for eight hours a week at OLE Health for the purpose of improving access to mental health services. OLE Health will provide office space and/or adequate workspace and support resources in order for the NCHHSA-MHD Licensed/Registered Mental Health Counselor to provide the services outlined in this MOU.
