SUBJECT: Law Enforcement Service Agreement with the Town of Yountville Amendment No. 5

Approve and authorize Amendment No. 5 to Revenue Agreement No. 170880B with the Town of Yountville for the term of July 1, 2024 to June 30, 2025, with an automatic renewal for an additional three years to provide law enforcement services. BACKGROUND
The Town of Yountville has contracted with Napa County for law enforcement services provided by the Sheriff’s Office since 1997. One Sergeant and three Deputy Sheriff positions are assigned by the Sheriff to provide a minimum of 160 hours per week of patrol services to the Town of Yountville as of the effective date.
During the term of this agreement, July 1, 2024 through June 30, 2028, the total cost for law enforcement services as set forth in the amendment is as follows: FY 2024-2025: $1,374,552; FY 2025-2026: $1,491,389; FY 2026-2027: $1,618,157; and FY 2027-2028: $1,755,701.
Requested Action:
1. Approve and authorize the Chair to sign Amendment No. 5 of Agreement 170880B with the Town of Yountville for the first term July 1, 2024 through June 30, 2025, with an automatic renewal clause for three additional years for the provision of law enforcement services within the Town’s municipal boundaries.

Discretionary Justification: |
This item is discretionary in that there is no mandate for the Sheriff’s Office to provide municipal law enforcement services to the Town of Yountville. Under this Agreement, the Town of Yountville reimburses the County for the full cost of services plus administrative overhead expenses. |

Consequences if not approved: |
If Amendment No. 5 is not approved, the Sheriff’s Office would not provide municipal law enforcement services to the Town of Yountville. The Town of Yountville would need to contract with another jurisdiction for the provision of law enforcement services. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed actions may have a significant effect on the environment and therefore CEQA is not applicable. [See guidelines for the implementation of the California Environmental Quality Act, 14 CCR 15061 (b)(3)].
