BACKGROUND

Information Technology Services has identified the need to expand the Storage Area Network (SAN) capacity to support the continued growth of Enterprise Content Management (ECM) data for application initiatives requiring the movement, duplication, and retention of large data sets.  During prior project planning efforts, budgeted funds allocated for Informatica and Infoverity consulting services should have been at least partially directed toward the acquisition of additional hardware storage infrastructure necessary to support the volume of data required for the project.  Due to insufficient available storage capacity, complete data sets could not be fully copied to the network environment, which limited the ability to fully utilize contracted consulting resources earmarked for vendor engagement.  

The current ECM storage environment is approaching maximum capacity, increasing the risk of degraded transactional performance, reduced data availability, and operational instability due to limited storage overhead.  In addition, constrained capacity increases recovery risk by extending point-in-time restore operations in the event of data corruption or system failure.

While transaction performance remains within acceptable thresholds today, planned initiatives and continued ECM growth will significantly increase storage demands.  Future projects will require the ability to store and replicate large production-sized data sets for testing, development, migration, redundancy, and high availability purposes.  Adequate storage capacity is therefore a foundational requirement for successful project execution and for the efficient use of future consulting or implementation services. 

Failure to approve this expansion will constrain the ECM team’s ability to support both current and future services and initiatives.  Without sufficient storage infrastructure, projects involving large-scale data movement or replication may experience delays, incomplete implementations, reduced consultant utilization, limitations in testing and validation activities, prolonged recovery times, and increased risk of system degradation or interruptions in document processing.  For future initiatives of this nature, dedicated storage resources must be provisioned as part of the project infrastructure requirements.  

Requested Actions:
1.  Authorize the purchase of Storage Area Network expansion, a capital asset in the amount of $190,000;

2.  Approve a budget amendment increasing Capital Asset appropriations in the Information Technology Services budget (4200005-55400) in the amount of $190,000 offset by a decrease in Consulting (4200005-52310) by $175,000; and a decrease in Maintenance-Software (4200005-52515) by $15,000.
